The Administrative Services Officer 5 (Budget Supervisor) is responsible for coordinating the budgeting and fiscal control and the annual budget development for the entire Department. This position completes complex assignments in a timely manner and supervises a team of budget staff responsible for applying the principles concepts and current practices in government organization budgeting and fiscal control; perform duties and maintain compliance with Federal and State laws rules and regulations policies and practices relating to budget development appropriations legislations grant contracts and agreements and legislative and administrative processes.

Job Duties:

Major responsibilities will include:

- Supervision of a team of budget staff to include setting workflow priorities tracking time and attendance monitoring and reviewing complex assignments advising on current budgetary issues ensuring training completion providing guidance and support to staff and preparing annual evaluations and performance reviews.

- Gather and compile complex financial data including preparation and review of budget reports budget worksheets and ledgers verify and analyze results perform reconciliations and correct transactions coordinate complete and review Federal financial reports review budget transfer and load requests coordinate federal draw process and grant closeout process.

- Utilize multiple automated accounting systems as well as databases and spreadsheets to review and analyze complex transactions retrieve data to document adjustments or compile reports for Agency Management and Program Staff. Coordinate and complete the Executive Budget submission and Federal Financial Reporting using OSPB software and SEFA reporting. Maintain the Budget database for updates and reporting needs. Prepare adhoc reporting as needed.

- Provide complex technical guidance administrative expertise and customer service to all internal and external customers in the areas of Federal State and agency budgetary laws and procedures. Research interpret and make recommendations on applicable state and federal laws rules and regulations relating to budget development appropriations legislations grant contracts and agreements and legislative and administrative processes.

- Conduct meetings with program staff and other work units on budgetary control budget issues and budget development and educate staff on rules regulations and procedures and create resources for agency employees. Make recommendations and updates to Department policies and procedures related to budget.

- Monitor the statewide financial system and coordinate clearing of errors with staff related to budget problems. Set up and maintain a chart of accounts.

- Maintain knowledge of current budgetary practices regulations rules and guidelines by attending classes conferences and meetings to stay current with industry standards.

- Performs other duties as assigned

Knowledge Skills & Abilities (KSAs):

The candidate must have knowledge of/in: the statewide financial system or other financial systems to include tables and organizational structure; budget principles and practices. Comprehensive knowledge of cost accounting budget and automated accounting systems and integrated software packages. Working knowledge of government accounting concepts principles methods and practices of public sector accounting to include projection/forecasting as well as generally accepted accounting principles. Knowledge of federal regulations Arizona Revised Statutes and indirect cost principles. knowledge of various database software such as Microsoft Excel and Google Sheets in order to create queries and mine data as well as knowledge of general business practices and procedures.

Candidate must be skilled in mathematics and forecasting; Interpersonal relationships and active listening; Database development and analysis; In the use of reporting tools such as reports available in the statewide financial system; Strong oral and written communication; Customer service in anticipating customer needs and/or problems; Presentation skills; Planning control and organizational.

The candidate must have ability to: handle multiple critical tasks while meeting quality and time constraints; ability to present information effectively in a manner suited to the characteristics and needs of the audience; ability to convey complex data clearly and concisely either verbally or in writing to non-financial employees in an easily understood manner.

Selective Preference(s):

The preferred candidate will have a Bachelor degree in Accounting Business Finance or Economics or a closely related field and at least three years of experience in the public sector utilizing budget and financial systems and have at least one year of supervisory experience.

Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
