Job Summary

Under the supervision of the Chief Operating Officer directs the overall operation of the Pueblo West Water & Wastewater Utilities.

Work involves planning organizing directing and controlling the functions operations and services of the Water & Wastewater Utilities Department. Responsibilities include supervising department staff determining department purchases planning and coordinating work schedules overseeing the services provided and representing the department. This position is responsible for ensuring all regulatory requirements established by federal state and local bodies for water and wastewater are met. This position oversees the team and strategies that provide clean safe efficient and reliable drinking water to the Pueblo West community as well as delivering clean and safe wastewater effluent to the waters of the State of Colorado.

Essential duties and responsibilities may include but are not limited to the following:

  • Plans organizes directs and controls work programs of the department; establishes and monitors controls takes appropriate actions to correct performance and adjust program efforts to meet requirements.
  • Manages positions and personnel of the department; applies District personnel policies and procedures within the department.
  • Oversee operations to ensure state and federal regulatory compliance and improve efficiencies
  • Oversee and participates in the implementation of capital improvement plans projects for the department and life cycle upgrades to water and wastewater treatment facilities.
  • Manage and oversee the acquisition of water rights and manage water rights and manage the water portfolio to ensure there is sufficient capacity to serve Pueblo West.
  • Work with contractors consultants engineers and water rights attorneys on projects and contracts.
  • Plans and uses resources; prepares budget negotiates contracts and approves budgeted expenditures.
  • Collaborates with other District departments on projects issues and day-to-day activities
  • Maintains contingencies for unexpected situations and prepares for emergencies.
  • Communicates and interacts effectively with individuals and groups at all levels and informs interested and involved parties of matters requiring their attention.
  • Ensures compliance within the department with applicable policies rules regulations and laws.

Supervisory Responsibilities

  • Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.
  • This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive professional and open environment consistent with the Districts culture.
  • Participates in the employee selection process evaluates employees performance provides regular feedback and participates in quarterly performance alignment conversations.
  • Motivates encourages and develops direct reports.
  • Develops and maintains training programs for staff to ensure employee development growth and engagement.
  • Demonstrates a respectful attitude toward customers co-workers elected officials and supervisors that promotes teamwork open communication and effective customer service.
  • Embodies the District Core Values of Integrity Respect and Stewardship.

Other Duties

  • Serves on task forces work groups and committees as a working member resource and leader. resolve problems affecting services to users.
  • Represents the department and the District as required.
  • Performs other related duties as required.

Knowledge

  • Knowledge of the principles and practices of water and wastewater treatment distribution and collections operations and new and emerging developments within the field.
  • Knowledge of financial and budget development practices and sustainability.
  • Knowledge of prior appropriation of Colorado water law.

Skills

  • Analyze and make recommendations to reduce risk and deliver best value.

Abilities

  • Ability to plan organize direct and control departmental functions; to provide the direction and leadership to the department staff; to establish and maintain effective working relationships with persons at all levels; to speak and write clearly and concisely.
  • Ability to interpret and implement water and wastewater regulatory documents to ensure compliance.
  • Ability to handle multiple tasks at one time and devise solutions to immediate problems without much time for consideration.

Qualifications

Required Qualifications (Note: Any acceptable combination of education training and experience that provides the above knowledge abilities and skills may be substituted.)

Education/Certifications Required

  • Bachelors degree in biology Chemistry Engineering or related field. A Masters in a related field Public Administration or Business Administration preferred.
  • Licensed as a Certified Professional Engineer by the State of Colorado is preferred.
  • Must have and maintain a valid Colorado class R drivers license.
  • Certified Colorado Water Professional in Treatment Collections or Distribution at any level is preferred

Minimum Experience Required

  • Five years of progressively responsible experience in utility operations. At least three of which were in a supervisory capacity.
  • Experience working with other directors other government entities the public and elected officials.

Physical Demands

  • The work is mostly sedentary with periods of light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods. May occasionally be required to lift and carry up to 20 pounds; climb stairs bend reach hold grasp and turn objects.

  • Frequent use of keyboard devices. Field visits require walking over uneven or rough terrain. Occasional light to moderately heavy lifting.

Special Requirements

  • Must provide own safety footwear.
  • Adapt to changing situations and processes.

Work Schedule

  • Regular organizational business hours are Monday-Friday 8:00am-5:00pm. Actual work schedule can be flexible to balance organizational and personal needs outside of the normal business schedule. Work is subject to recurring deadlines and interruptions. Attendance is expected at regular Pueblo West Metropolitan District Board of Director evening meetings as scheduled (currently the second and fourth Tuesday of each month) and any special meetings. Attendance at Committee of Architecture meetings would be on an as needed basis.

This position is a safety-sensitive position and will be subject to random drug and alcohol testing.
