Job Overview:
The ChildWare Program Manager and Systems Analyst provides leadership and direction to ensure the overall success of ChildWare. ChildWare is a cloud-based child care data management system that supports effective business practices in child care organizations.
The Program Manager establishes and implements a strategic vision for the growth and development of ChildWare and oversees all operational activities of the program software development client management marketing outreach and technical assistance to the user community.
The Program Manager reports to the ECE Special Projects Director and supervises members of the ChildWare team. The ChildWare Program Manager will liaise with the Information Technology Department to support the ongoing development of the program. The position is full-time 100% FTE. The position operates from PHMCs main offices at 1500 Market Street Philadelphia PA. This position requires occasional travel throughout Pennsylvania and nearby states.
Responsibilities:
Manage ChildWare program operations and day-to-day functions including:
- Implement and manage a set of ChildWare activities in a coordinated and strategic manner;
- Develop and refine business plan articulating goals projections and program plans;
- Develop annual budget projections and ongoing progress reports;
- Review and analyze quarterly financials and client growth reporting;
- Effectively train supervise and mentor program staff;
- Monitor program deliverables and report progress to Child Development and Family Services leadership.
Serve as project manager and systems analyst for program enhancement and development including;
- Liaise with PHLpreK management team user community prospects and application developers to identify and prioritize software enhancements and bug fixes;
- Support the continued development of ChildWare and its sister program ChildWare Data Portal for use by PHLpreK providers including managing planned changes upgrades and development;
- Develop and write requirements for enhanced and new functionality;
- Run ad hoc queries and analyses using SQL (structured query language) and Power BI (data visualization tool) as needed;
- Lead system troubleshooting efforts coordinate with developers and write and/or test scripts for data fixes as needed;
- Represent ChildWare for scheduled and emergency code deployments (after 5 pm weekdays);
- Coordinate weekly meetings with the IT department and manage project timelines to ensure deliverables are completed efficiently and on time;
- In coordination with the ChildWare team conduct rigorous testing of new features develop how-to guides for software releases and effectively communicate updates to user community.
Oversee and supervise individuals responsible for client management and user support activities to ensure customer satisfaction and retention including:
- Communications to user community to provide system status and promote system usage and upgrades;
- Client onboarding process which includes contract development developing an individualized startup plan account setup and coordination of data migration;
- Annual training plan and delivery training materials and user support documentation;
- Help desk support activities and related coordination with the IT department;
- User support materials including web-based tools video guides manual and other support documents;
- Marketing and outreach strategies to increase program awareness and promote client growth.
Assist in growth and development of other ECE special projects as needed including:
- Support research and development of new services and lines of business supports especially in relation to ChildWare ECE data management and research opportunities.
- Support departmental program leads in establishing data systems to monitor deliverables report outcomes and measure impact.
Skills:
- Knowledge of the field of early childhood education the social services sector or similar field
- Knowledge and experience with large-scale MIS software systems and their use and applications for management tracking and reporting a human services or similar environment
- Knowledge of methods principles and practices of leadership and project management
- Ability to think strategically facilitate the coordination of multiple tasks and manage a variety of projects simultaneously
- Ability to foster team building and to work effectively as part of a team
- Ability to develop priorities and timelines for the assigned work
- Ability to provide timely and accurate reports and recommendations
- Ability to communicate effectively and work productively with colleagues service providers program participants and other related organizations in a positive pleasant professional and productive manner in writing by telephone and in personal contacts
- High level of proficiency with Microsoft Office (Word Excel PowerPoint)
- Knowledge of software applications lifecycle desired
Experience:
- Minimum of 5 years work experience in nonprofit administration consulting project management or similar area of work
- Experience in working effectively with ECE providers community-based agencies or similar organizations
- Experience with large-scale MIS systems technology and/or data projects
- Experience with writing data system business requirements
- Experience with query language (e.g. SQL) and querying tools preferred
- Experience in project management
Education Requirement:
- Bachelors Degree Required
- Masters Degree preferred (MPH MBA MS MPA or equivalent)
