Position: Deputy Director of Subsidy Services

Program: Womens Flexible Housing Subsidy Pool

Location: 205 Mission St. San Francisco CA 94013

Reports to: Director of Housing Support Services

Salary: $80000/year

Status: Exempt Non-union

We operate the citys only 24/7 drop-in center for women experiencing homelessness and provide a full continuum of care including mental health services gender-specific recovery programs medical respite transitional housing and permanent supportive housing. Our person-centered model emphasizes dignity empowerment and healing and our staff reflects the communities we servemany with lived experience of homelessness. We also lead on systems change having helped create the SF Womens Housing Coalition and advancing gender-focused policy at the local state and national levels. Our mission is to help the most vulnerable individuals get off the streets access comprehensive services and achieve the stability they need to thrive.

JOB SUMMARY:

Community Forward SF is hiring a Deputy Director of Subsidy Services (DDSS) for our Womens Flexible Housing Subsidy Pool program. The program will work with female-identified participants by providing case management housing location & coordination services as well as an ongoing housing subsidy.

The DDSS is responsible for oversight of housing services including but not limited to: supervision of Case Managers and Housing Specialists building and maintaining relationships with community partners with an emphasis on landlords meeting regularly with the Department of Homelessness and Supportive Housing and managing the programs contracts and budgets to ensure objectives are met and funds are spent appropriately.

ESSENTIAL JOB FUNCTIONS:

  • Oversee daily operations of subsidy services under the direction of the Director of Subsidy Services.
  • Complete necessary reports and audits as required by stakeholders.
  • Ensure contract deliverables are met.
  • Manage the program budgets and ensure the timeliness of housing subsidy payments being made.
  • Supervise and maintain the organizations relationships with landlords to ensure an adequate supply of available units.
  • Provide weekly supervision to Housing Specialists and Case Managers as well as hands-on support as needed.
  • Ensure data quality and timeliness in the ONE System
  • Assist with staff training evaluation and continuing education
  • Respond effectively to grievances and client concerns
  • Assist in CQI of existing programs and development of new programs
  • Assist in maintaining all program policies procedures and objectives
  • Interact effectively with city departments provider partners funders volunteers and potential donors
  • Serve as on-call backup for staff outages.
  • Adhere to established policies and procedures.
  • Training and meeting attendance.
  • Other duties as assigned.

BACKGROUND & EXPERIENCE:

  • Bachelors degree or higher in a human services field or equivalent in education and work experience.
  • Experience providing managerial oversight and individual supervision
  • Extensive understanding of homelessness trauma DV/IPV HIV/AIDS substance use disorder and recovery mental health disorders and neurodiversity and systems of oppression.
  • Knowledge of and familiarity with the ONE System
  • Ability to educate teach train and evaluate front-line and supervisory staff
  • Ability to engage with others in a positive energetic helpful and trauma-informed manner.
  • Ability to manage multiple projects at once
  • Experience working with people from various cultures and backgrounds.
  • Proficiency with Office and G-Suite. Ability to work in a networked computer environment.
  • CPR and First Aid certification within 90 days of hire.
  • TB clearance and proof of COVID-19 vaccination within 7 days of hire.

  • Excellent written and oral communication skills
  • Knowledge of San Francisco community resources and neighborhoods

PHYSICAL REQUIREMENTS:

  • Ability to stand and walk as needed throughout the shift for extended periods of time.
  • Ability to lift up to 25 lbs.
  • Ability to sit and use a computer including keyboard and visual display terminal for extended periods of time.
  • Finger hand and wrist agility.
  • Ability to complete tasks in an environment where interruptions are the norm and background noise is present.
  • Ability to move through buildings commonly including stairs between buildings and out in the community.
