Administrative and Manpower Assistant Location: Norfolk VA (On-site at CNRMC) Clearance: Active Secret Clearance Required Company: Invictus Associates LLC Employment Type: Full-Time Contractor Overview: Invictus Associates LLC is seeking a detail-oriented and proactive Administrative and Manpower Assistant to support the Commander Navy Regional Maintenance Center (CNRMC) staff in Norfolk VA. This position is ideal for a motivated professional with a background in Navy administrative functions manpower analysis and civilian human resources support. The successful candidate will provide critical support to ensure accurate workforce tracking documentation and administrative readiness across the organization. Key Responsibilities: - Maintain a full understanding of Human Resources policies and procedures as they pertain to DoD civilian personnel. Process all career lifecycle actions in applicable programs of record.
- Based on analysis of workload and workforce constraints provide updates to the Activity Manpower Document (AMD) that accurately reflects prioritized requirements and authorizations.
- Develop review and deliver manpower reports for CNRMC leadership including Fit/Fill ratios CNEC shortfalls and leadership gaps using tools such as COGNOS MNA TFMMS and NSIPS.
- Support the analysis and tracking of current and projected manning levels; provide manpower statistics predictions and recommendations.
- Provide administrative and pay support by tracking career lifecycle actions and ensuring timely and accurate processing of personnel transactions
- Maintain and update CNRMCs reference binders slides and products for leadership briefings and personnel reviews.
- Deliver support and documentation for personnel training command indoctrination and readiness briefings.
Required Qualifications: - Active Secret Clearance.
- Minimum of 5 years of experience in Navy administrative personnel or manpower support roles.
- Working knowledge of Navy personnel systems and databases such as NSIPS COGNOS MNA FLTMPS and CPPA Dashboard.
- Experience with development or management of Activity Manpower Documents (AMDs) and Total Force Manpower (MCRs AYCRs TFMMS SMRD)
- Military Manning and Reserve Program (PERSTEMPO MNA ZipServe NROWS)
- Understanding of Navy and administrative and manpower policies and experience applying them in support of Navy missions.
- Ability to prepare professional briefings and reports for command leadership.
- Strong organizational skills attention to detail and ability to manage multiple priorities simultaneously.
- Familiarity with DoD civilian human resources processes and career action procedures.
Preferred Qualifications: - Prior experience supporting a Navy TYCOM RMC or similar operational command.
- Familiarity with Navy readiness and reporting tools (DRRS-S ROC-P PERSTEMPO).
