HolBrock Estates Supportive Housing Programs provide long-term service-enriched housing for individuals with mental health diagnoses disabilities and other complex life challenges. Our mission is to support housing stability personal empowerment and safety in a structured trauma-informed environment.
As part of this commitment HolBrock Estates maintains a dedicated Special Police Department responsible for ensuring the safety and security of our residents staff and facilities across multiple licensed sites.
POSITION TITLE: Special Police Officer

ACCOUNTABLE FOR: Maintaining a secure and orderly environment for clients staff and visitors by patrollingdesignated properties preventing and responding to incidents and enforcing facility policies in accordance with Maryland law and organization standards

CLASSIFICATION: W-2 (Non-exempt hourly)
COMPENSATION: $22.00/hour

Night Shift Patrol Coverage
- Total Authorized Team Hours:56 hours/week (combined for all 4 SPOs)
- Shift Window:11:00 PM 8:00 AM (1 unpaid hour per shift)

SUMMARY OF POSITION RESPONSIBILITIES:SCHEDULED DUTIES AND RESPONSIBILITIES
- Patrol facilities grounds and common areas regularly
- Deter and monitor for unauthorized activity or safety hazards
- Maintain visibility and professionalism at all times
- Complete detailed daily activity and patrol logs
Emergency & Incident Response
- Respond to on-site crises or emergencies with calm and control
- Apply de-escalation and trauma-informed approaches as appropriate
- Request support from EMS clinical teams or law enforcement when needed
- Complete incident reports accurately and in a timely manner
Facility Oversight & Support
- Monitor entrances and exits; enforce visitor protocols
- Support enforcement of rules on curfews contraband loitering etc.
- Assist staff during behavioral episodes or high-risk procedures
- Escort residents visitors or staff during sensitive moments or transitions
Compliance & Communication
- Maintain compliance with Maryland State Police regulations
- Ensure Special Police Commission and CPR/First Aid certifications remain current
- Report regularly to site supervisors and the Special Police Officer Chief
- Participate in staff briefings meetings and required trainings
UNSCHEDULED DUTIES AND RESPONSIBILITIES
- Provide emergency shift coverage during call-outs or critical incidents
- Assist during community events inspections or drills
- Collaborate with external first responders during investigations
- Participate in safety or compliance-related audits and accreditation visits
- Contribute to crisis debriefings and program safety reviews
PHYSICAL DEMANDS
- Extended periods of walking or standing
- Occasional physical restraint lifting or redirection during emergencies
- Work in varied indoor/outdoor conditions and weather
WORKING CONDITIONS
- Operates within residential and clinical care environments
- May involve high-stress situations involving behavioral health crises
- Requires calm professional demeanor and sound judgment at all times
COMPETENCIES AND SKILLS
- Familiarity with Maryland Special Police authority and procedures
- Strong written communication and incident documentation ability
- Experience in emergency response crisis de-escalation and behavioral support
- Training in trauma-informed practices (CPI TCI or similar)
- Ability to work cooperatively with clinical and operational teams
- Knowledge of HIPAA COMAR and client rights in behavioral health settings
EDUCATION / TRAINING / QUALIFICATIONS
- Valid Maryland Special Police Officer Commission (active and in good standing)
- High school diploma or GED (required)
- CPR/First Aid Certification (or ability to obtain within 30 days of hire)
- At least 1 year of experience in law enforcement security or behavioral health settings
- Prior experience in housing shelter or mental health programs preferred
