About the job:

This position is responsible for managing district rentals events and a community sports program that is responsive to community need and interests supports the district mission and goals and makes the best use of district resources. The position oversees district produced activities community user groups private rentals and collaboratively provided programs and the use of district facilities.


A day in the life:

Duties may include but are not limited to the following:

  • Manage internal and external use of athletic fields facilities rentals and event spaces including prioritization scheduling communication and coordination.
  • Oversee district-provided sports programs rentals and events including development implementation evaluation and continuous improvement to ensure alignment with goals and objectives.
  • Supervise and provide leadership to program supervisors; oversee all division staff through subordinate supervisors including goal setting coaching and evaluation.
  • Oversee the use of independent contractors vendors and event partners including contract approval compliance monitoring and service quality.
  • Develop and administer facility use agreements rental contracts and event agreements for both reoccurring and one time uses (e.g. tournaments community events private rentals).
  • Manage affiliate programs and relationships with partner organizations rental groups and event organizers.
  • Coordinate with park services and other departments to ensure facilities athletic fields and event spaces are properly operated maintained and prepared.
  • Develop maintain and analyze data reports and feedback to support short-term and long-term decisions regarding programs rentals events facility use and customer service priorities.
  • Ensure division compliance with district policies personnel policies financial requirements program delivery standards and cost recovery models.
  • Ensure compliance with applicable regulatory contractual and safety requirements for sports rentals and events.
  • Develop monitor and manage budget for sports rentals and events including allocating resources approving expenditures and ensuring financial accountability.
  • Create and implement operational procedures for Sports and Rentals and Events divisions; contribute to department-wide policy and strategic direction.
  • Represent the district to the public partner organizations rental clients and event stakeholders including public presentations and relationship building.
  • Respond to customer complaints and inquiries in a timely positive and professional manner; integrates customer feedback to improve services.
  • Act as a Mandatory Reporter; reports incidents of child abuse/neglect.
  • Perform other job-related duties as assigned.
Requirements

What youll need for success:

Strong Knowledge of:

  • Sports Programming: Develop implement and evaluate programs and contracts; apply best practices; oversee athletic field operations and utilization.
  • Events & Rentals: Management of contracts agreements insurance and legal requirements; ensure compliance with policies codes and regulations.
  • Management & Operations: Oversee staff budgeting and contracting; apply strategic planning policy and project management.
  • Customer Service: Provide effective supervision training and performance management; deliver excellent customer service and public relations.

Skill and Ability to:

  • Demonstrate excellent planning organization problem solving initiative prioritization and conflict resolution skills.
  • Manage a high volume of tasks at one time including organizing and prioritizing own work and the work of others.
  • Exercise independent initiative and decision-making skills.
  • Work cooperatively with others and create positive constructive and respectful relationships with staff and the general public.
  • Analyze data draw logical conclusions and effectively interpret policies and procedures.
  • Maintain working knowledge of software programs such as Microsoft Office including Word Outlook Excel and PowerPoint and other computer programs as well as operating common office equipment.
  • Work independently with minimum direction while also working as part of a team and collaborating with others.
  • Effectively communicate with others verbally and in writing including by phone e-mail and in person; and
  • Demonstrate a high attention to detail.
  • Work a flexible schedule including evenings and weekends as required.


What were looking for:

Education Experience and Training:

  1. Bachelors Degree in related field; AND
  2. Five (5) years of progressive experience in recreation programming performing similar tasks; WITH
  3. Three (3) years of supervisory experience; OR
  4. Any satisfactory combination of education experience and training.

License and Certifications:

  1. Some positions may require possession of or ability to obtain valid Oregon drivers license within 30 days with an acceptable driving history as defined by district driving policy.

Position Specific Requirement:

This position may require reporting to additional sites throughout the workday typically achieved in a motor vehicle OR other modes of transportation. If choosing a personal vehicle possession of or ability to obtain valid Oregon drivers license within 30 days with an acceptable driving history as defined by district driving policy.


If you do not have a drivers license or have an unacceptable driving history it does not disqualify you from this position only from driving a vehicle for district business.

Supervision Received:

Reports directly to the Recreation Services Director. Follows standard processes and procedures without supervision but confirms changes to standard practices and significant decision in advance.


Supervision Exercised:

Provides direction and supervision to staff which may include hiring training evaluating and managing performance goal development providing discipline responding to grievances and effectively recommending terminations responsibilities. May provide guidance and consultation to other District staff consultants contractors and volunteers.


Working Conditions:

The following are working conditions including environmental and physical demands required for this classification.

  • Duties may be performed both indoors and outdoors with environmental exposures including excessive temperatures and inclement weather. The supervisor may need to work in kitchen areas including in mobile food carts.
  • Some program areas may subject the employees to atmospheric conditions: noise vibration and oils.
  • Work schedule may be varied and includes early mornings evenings weekends and holidays. The supervisor may need to work a rotating on-call schedule and may require working during off-duty hours for emergency callouts.
  • Remain in a stationary position (sitting or standing) for extended periods of time move about the office occasionally.
  • Physical exertion includes frequent walking bending and the ability to lift and carry up to 50 pounds unassisted pushing pulling and kneeling. The supervisor may need to move heavy equipment supplies or food items and may need to kneel or bend to access certain areas.
  • Some positions may require daily standing and walking over uneven terrain such as parks and trails with up/down inclines paved and unpaved surfaces for surfaces.
  • Ability to work and maintain focus in a work environment with moderate noise (i.e. working around others making periodic phone calls or having conversations) and with frequent interruptions. The supervisor may need to handle multiple tasks and interruptions while working in a busy and dynamic environment.
  • May be required to travel to locations in around or outside the greater Bend area including travel to District sites. The supervisor may need to travel to attend meetings purchase supplies or coordinate with staff in different locations.
  • Perceiving the nature of sounds at normal speaking levels with or without correction and having the ability to receive detailed information through oral communication and making fine discriminations in sound.
  • Making substantial movements (motions) of the wrists hands and/or fingers. The supervisor may need to handle equipment tools or supplies that require substantial movements of the wrists hands and/or fingers.
  • Ability to maintain sustained concentration on computer screens; use keyboards and a variety of peripherals.
