The Information Resource Center (IRC) Administrative Support Services provides essential administrative and information management support to the U.S. Trade and Development Agency (USTDA) at its headquarters in Arlington VA. USTDA is a U.S. government agency that advances economic development and U.S. commercial interests overseas by funding project preparation activities such as feasibility studies technical assistance and training. The IRC ensures smooth daily operations by managing records information systems mail and file processing visitor reception facilities and audio-visual support and other administrative functions enabling USTDA staff to focus on their mission of connecting U.S. businesses with infrastructure opportunities in emerging markets.

Notes: Serves as overall lead expected to be available during USTDAs normal operating hours (MondayFriday 8:30 a.m. to 5:30 p.m. excluding federal holidays)

About the Role:
We are seeking an experienced Project Manager to oversee administrative support operations for USTDAs Information Resource Center. The Project Manager will be responsible for coordinating day-to-day activities supervising staff ensuring contract deliverables are met and maintaining effective communication with government stakeholders
Key Responsibilities:
- Lead supervise and coordinate a team of administrative support staff
- Ensure compliance with federal regulations USTDA policies and contract performance standards
- Develop schedules manage workflow and oversee quality control across all support functions (records management information systems facilities mail reception etc.)
- Serve as the primary point of contact with the Contracting Officers Representative (COR)
- Prepare reports track performance metrics and recommend process improvements
- Support project planning documentation and resource management
Qualifications:
- At least 15 years of relevant work experience
- Demonstrates strong leadership management and supervisory skills
- Demonstrated analytical and organizational skills
- Strong interpersonal oral and written skills
- Experience with performance and oversight of Quality Control Program
- Proficient in project planning scheduling budgeting and reporting
- Experience with administrative services like office management records human resources support or procurement
- Experience in analyzing and implementing business processes
- Experience leading projects including creating project plans and process maps
- Proficient in using software for data analysis financial management and project management
- Ability to organize and manage multiple tasks
- Experience with risk management related to timelines costs or compliance
- Experience using data to make decisions measure performance and improve outcomes
- Understanding of budget management contractor personnel oversight and other relevant administrative functions
- Ability to provide on-site technical support troubleshooting issues with AV equipment during events
- College degree required business management or related degree preferred
Clearance Requirement:
- U. S. Citizenship
- Must be able to obtain and maintain a SECRET security clearance
- Possess strong organizational and customer service skills
- Possess the ability to respond flexibly and to provide rapid assistance in a time-sensitive environment
- Proficient in the use of commercial software packages and databases such as Microsoft
