WFPs engagement in the Philippines has evolved significantly over time. Initially active in the 1960s WFP concluded its operations in 1996 as conditions improved but re-established its presence in 2006 to support the peace process in Mindanao provide life-saving emergency food assistance and implement programmes aimed at improving nutrition and the well-being of vulnerable populations.
In the Philippines WFPs efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP) 2024-2028. WFP focuses on strengthening government systems at the national local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities. The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:
By 2028 communities exposed to shocks and stressors in the Philippines are better able to meet food nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
By 2028 communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems inclusively and equitably.
The Government and partners in the Philippines access WFP services that augment their interventions upon request.
These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country while at the same time being one of the worlds most disaster-prone countries. Disasters remain a leading cause of hunger affecting all aspects of food security: economic and physical access to food availability and stability of supplies and nutrition.
While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur the overall emphasis of the Country Office lies on systems strengthening (disaster risk management social protection and food systems) at national LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue supporting legislative advances in areas such as school meals anticipatory action and rice fortification.
ORGANIZATIONAL CONTEXT
The Logistics Associate (Fund Management & Commodity Accounting)will report to the Head of Unit or the designate.
The Logistics Associate (Fund Management & Commodity Accounting) is responsible for maintaining dependable and accurate records of commodity movements and monitoring of Food Transfer Cost (FTC) budgets. This dual-function role ensures operational efficiency financial accountability and optimal logistics in alignment with WFPs mandate and Supply Chain strategy.
JOB PURPOSE:
To provide specialized support functions and/or supervise staff performing standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES AND RESPONSIBILITIES:
Within the assigned unit and delegated authority the Logistics Associate will be responsible for the following duties:
Commodity Accounting
Maintain regular oversight for Commodity Accounting data quality and integrity processes and procedures implementation and take swift corrective actions on irregularities.
Ensure that all transactions posted in the Commodity Accounting System are supported with required documentations (reports waybills loss certificates etc.)
Support to warehouse operations through regular visit of the locations to ensure that WFP commodities are properly received physically (in quantity & quality) and related information accurately reported on stack cards
Ensure Physical Inventory is performed timely recorded and cleared in all locations on or before 5th of every month.
Support the Invoicing Unit in the deduction process of food losses from the payments of service providers especially the freight forwarders and warehouse managers
Monitor commodity Best Before Date and Terminal Date of Disbursement while following up with all locations to ensure commodities are dispatched/consumed before expiration.
In case of damaged/unfit commodities follow up to ensure necessary steps are taken and commodity status is converted to Unfit for Human Consumption in the system.
Participate in recurrent reconciliation exercises with relevant units.
Monitor Stock in transit and follow up to ensure receipts confirmation for commodity delivered to CP and within WFP and following up on any anomalies.
Generate monthly dispatch reports per location
Regular monitoring of full compliance of all users to IPSAS requirements
Provide support to LESS users and ensure technical issues are resolved timely or escalated to the HQ Logistics support team and real time transactions maintained
Funds Management
Collect data for FTC calculation and prepare digital FTC budget matrix revisions.
Submit FTC budgets for clearance and approval from Regional Office/HQ.
Monitor fund consumption and conduct monthly FTC fund analysis.
Recommend corrective actions for surplus/deficit to the Resource Management Committee.
Coordinate FTC reprogramming and fund allocation with CO B&P and Programme units.
Submit quarterly FTC monitoring reports for clearance and approval.
Forecast monthly FTC expenditures and provide cash forecasts to Finance.
Check grant balances and coordinate PO closures and journal entries.
Propose fund push-downs reserve FTC for logistics expenditures and release commitments in WINGS ECP.
Verify FTC expenses and endorse operational cash advance requests.
Provide technical assistance and training on FTC-related matters.
Track FTC expenses and maintain historical records.
Manage temporary loans and repayments to meet operational timelines.
Capacity Strengthening
Support SC CS assessments training initiatives and the provision of technical assistance to WFP targeted partners.
Perform other related duties and responsibilities as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
EDUCATION: Completion of secondary school education. A post-secondary certificate in accountancy or supply chain are an asset.
EXPERIENCE:
At least 6 years of progressively responsible experience in logistics commodity accounting and/or financial management.
Experience with WFP systems and donor reporting is an asset.
TECHNICAL SKILLS:
Proficiency in WFPs ERP systems (e.g. WINGS and LESS)
Excel and data analysis skills
Familiarity with International Public Sector Accounting Standards (IPSAS) and WFPs financial and commodity tracking systems
COMPETENCIES:
Strong analytical and financial management skills.
Attention to detail and ability to meet deadlines.
Emergency Response Support experience
Effective communication and coordination abilities.
Commitment to WFPs Humanitarian Principles and Values.
LANGUAGE: Fluency in both oral and written communication in English and local language in duty station.
