Job Description

PERSON SPECIFICATION

NOTES TO JOB APPLICANTS

1. You must clearly demonstrate on your application form under each question how and to what extent you meet the required criteria as failure to do so may result in you not being shortlisted. You should clearly demonstrate this for both the essential and desirable criteria where relevant.

6. In the event of an excessive number of applications the Selection Panel also reserves the right to apply any desirable criteria as outlined in Section 3 at shortlisting in which case these will be applied in the order listed. It is important therefore that you also clearly demonstrate on your application form on how you meet any desirable criteria.

Section 1 - Essential Criteria

The following are essential criteria which will initially be measured at the shortlisting stage and whichmay also be further explored during the interview/selection stage.You should therefore make it clear on your application form how and to what extent you meet these criteria. Experience

Have three years demonstrable experience in leadership of Network and Infrastructure teams within a large-scale organisation* with accountability for service delivery team performance and strategic infrastructure initiatives.

*A large organisation is defined as one with more than 250 employees.

Demonstrable experience in designing implementing and managing enterprise-scale network and infrastructure systems (LAN/WAN/Wi-Fi hybrid cloud Active Directory etc).

Demonstrable experience of IT security principles including resilience disaster recovery email/web filtering and vulnerability management.

Demonstrable experience in communication and stakeholder engagement skills with experience translating technical concepts for non-technical audiences and managing vendor relationships.

Demonstrable experience in ICT architecture and policy development with hands-on experience in SLA management performance analytics and ensuring compliance with recognised industry standards.

The successful candidate will be required:

to have access to a suitable vehicle (appropriately maintained and insured for Education Authority business) that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion;

OR

be able to provide sufficient information on the application form that will satisfy the employer that he/she has access to an appropriate alternative form of transport that will enable them to carry out the mobility requirements of the post in an efficient and effective manner and thus meet this essential criterion.

JOB DESCRIPTION

REPORTS TO: Assistant Director of ICT

RESPONSIBLE FOR: The Head of Service will be responsible for developing and leading all aspects of the ICT Network & Infrastructure service; including the provision of vital services to services to both core EA and over 1000 schools where required.

This service is responsible for designing developing and maintaining the infrastructure required to deliver a reliable quality IT service to the Education Authoritys existing users and business areas. This service is also responsible for supporting and implementing the latest cost efficient quality technical solutions to support changes of business practice technology advances and strategic direction taken by the Education Authority.

The Head of Service will be responsible for managing and leading all employees within the service this will include managing employees across all EA offices.

Job Purpose

The overall purpose of the role is to lead manage and develop the portfolio of services outlined below. The Head of Service is accountable for ensuring that their service efficiently and effectively delivers the associated responsibilities and meets the needs and standards expected of a leading public service organisation. The Head of Service will provide leadership to their service staff and ensure transformational changes and new structures strategies policies and processes for their service are implemented while ensuring it meets the high standards of the Authority and any future challenges.
