Position Summary
The Senior Technical Lead will provide expert technical leadership and hands-on guidance for the ACIC Repository modernization and integration project improving Arkansass Automated Fingerprint Identification System (AFIS) interfaces and supporting compliance with national criminal history reporting standards. Acting as the principal architect and technical subject matter expert this role will oversee all aspects of system integration software development and database enhancements to ensure seamless secure and compliant data flows between state and federal law enforcement systems.
Key Responsibilities
Lead al technical planning system architecture and design for AFIS/cloud integrations III Sync and Correlation Report processes.
Oversee requirements gathering technical solution design and accurate translation of business requirements into technical deliverables.
Supervise and mentor a multidisciplinary technical team (developers database administrators QA and integration specialists) throughout all development and implementation phases.
Direct the modernization -based web applications APIs and Microsoft SQL Server databases to accommodate new business processes and increased data integrity standards.
Manage the design and development of secure data exchange interfaces between ACIC IDEMIA cloud AFIS FBI Arkansas State Police and other relevant justice information systems.
Oversee creation of new endpoints for NCIC and ensure compatibility and compliance with current and future FBI/DOJ data requirements.
Lead all phases of testing including unit testing integration/end-to-end testing defects resolution and support of User Acceptance Testing (UAT) with ACIC staff.
Prepare and maintain technical documentation architectural diagrams and system support materials in accordance with project deliverable requirements.
Coordinate with project manager to ensure timely completion of technical milestones and provide technical status updates risk assessments and mitigation strategies to project stakeholders.
Serve as the escalation point for complex technical issues and system troubleshooting during all phases of the project lifecycle.
Collaborate with ACIC and DPS IT leadership to facilitate technical knowledge transfer and training of local staff.
Minimum Qualifications
Bachelors or Masters degree in Computer Science Information Systems or closely related field or equivalent practical experience.
10 years of professional IT experience with increasing leadership responsibility including at least 5 years in a senior technical lead solutions architect or similar role.
Proven experience in system architecture requirements analysis and design for large-scale applications.
Advanced skills (C#) development web application frameworks and Microsoft SQL Server architecture design and optimization.
Demonstrated success integrating heterogeneous data sources designing secure APIs/web services and implementing data validation and synchronization processes.
Expertise in implementing and auditing security controls aligned with CJIS and state data privacy policies.
Strong background in Agile or hybrid project methodologies and mentoring multidisciplinary teams.
Excellent communication skills with ability to engage both technical and non-technical stakeholders document system designs and deliver presentations.
Required Certifications
CJIS Security Awareness Training (must be current or obtained prior to project start)
Relevant Microsoft certifications (MCSA/MCSE: Data Management and Analytics or similar) are a plus.
