The Illinois Department of Early Childhood (IDEC) is seeking a skilled and detail-oriented professional to serve as its Property and Records Manager. This role leads property and records management functions for the agency overseeing inventory control surplus transfers and records retention while ensuring compliance with state and federal laws including the State Records Act. The Manager develops and implements policies to safeguard state resources streamline records management and improve efficiency while also supervising a team and working closely with state oversight partners vendors and internal divisions. Essential Functions

  • Serves as the Property and Records Manager for the Illinois Department of Early Childhood (IDEC).
  • Organizes implements and evaluates policies effectuating the IDEC Property Management processes.
  • Serves as a full-line supervisor.
  • Performs other duties as required or assigned which are reasonable within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in public administration business management records management or closely related fields of study.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization with property accountability or records management.

Preferred Qualifications

  • Prefers three (3) years of professional work experience in a public or private organization coordinating monitoring and evaluating property management and records management processes including asset tracking inventory control and records retention ensuring compliance with applicable local state and federal regulations.
  • Prefers two (2) years of professional work experience implementing and utilizing asset and/or records management tracking software e.g. IBM Maximo Archibus SAP Enterprise Asset Management (EAM) FileTrail Laserfiche or similar).
  • Prefers one (1) year of professional work experience working with property or records retention and disposal schedules archival processes and related documentation in compliance with applicable state and federal laws and regulations (e.g. State Records Act State Records Commission or similar).
  • Prefers completion of a relevant professional certification in property or records management and/or project management (e.g. Certified Records Manager (CRM) Certified Records Analyst (CRA)Project Management Professional (PMP) or similar).
  • Prefers two (2) years of direct-line supervisory experience leading property and/or records management staff including assigning/reviewing work assignments providing guidance and training to assigned staff counseling staff work performance reassigning staff to meet day-to-day operating needs establishing measurable annual goals and objectives approving time off adjusting first-level grievances preparing/signing performance evaluations recommending and imposing various levels of discipline and/or adhering to confidentiality standards regarding the maintenance and handling of employee confidential and sensitive information practices.

  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute requires the ability to work evenings and weekends.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

About the Agency

The Illinois Department of Early Childhood (IDEC) was signed into law in June of 2024 with the focus of making early childhood education and care services simpler better and fairer for families with young children across the state. During fiscal years FY25 and FY26 IDEC will be working through transitioning data programs and services from three state agencies the Department of Children and Family Services (DCFS) Illinois Department of Human Services (IDHS) and the Illinois State Board of Education (ISBE) to IDEC in order to be fully operational by July 2026.
