The Analyst of the FI Donor Programmes Team is responsible for implementation of Technical Co-operation (TC) and Co-investment grants mobilised for the Financial Institutions Business Group (FIBG)s operations. The Analyst is responsible for a number of facilities/programmes that the FIBG may be deploying especially standardised blended finance programmes. They ensure integrity and consistency of the facilities/programmes implementation. They also manage and/or oversee implementation of TC programmes/projects. This position is envisaged to primarily focus on the implementation of Green Economy Transition Programmes funded by the Green Climate Fund Investment Programme (GCF IP).
Accountabilities & Responsibilities
1. Support implementation of GCF-funded blended finance Facilities/Programmes
Monitor deployment of the Facilities/Programmes;
Process incentives payments to ensure their compliance with the terms of documentation and the donors requirements as well as to allow future auditing of the funds;
Prepare bespoke donor progress updates and reports and any other information needed for presentation to donors at Steering and Monitoring Committee Meetings under Facilities/Programmes contribute to aggregated result reporting;
Respond to all queries related to Facilities/Programmes as far donor funding is concerned;
Ensure that implementation is in line with GCF Funds rules and internal Blended Finance Guidelines;
Comment on investment documentation related to the Facilities/Programmes;
Manage donors evaluation and audit processes of Facilities/Programmes;
Support fundraising drafting and negotiating with additional donors and other relevant stakeholders especially on budget and results of FI donor funded programmes where needed.
In fulfilment of this role coordinate closely with GCF focal points FI Business and Operation Leaders relevant EBRD stakeholders implementation consultants and donors.
2. Manage and/or oversee implementation of TC for GCF-funded Programmes and stand-alone TC projects
Lead TC Grant Review process;
Support procurement of consultants needed to implement Programmes/Projects with procurement departments;
Support Operation Leaders (OLs) in managing consultants;
Lead or support TC-related fundraising drafting and negotiating with donors especially on budget and results where needed.
Knowledge Skills Experience & Qualifications
Strong academic background;
Relevant work experience;
Strong numerical analytical and spreadsheet skills;
Attention to detail and high degree of accuracy are essential;
Excellent written (report drafting correspondence) and verbal communication skills;
Ability to take responsibility work independently and proactively as a team member;
Strong organisational and administrative skills and experience;
Ability to prioritise work adapt quickly to continuously changing priorities and learn on the job;
Understand and enforce complex procedures;
Excellent English is essential both written and spoken;
Exposure to climate finance donor-funded programmes or blended finance structures is an advantage
