State Emergency Operations Center Section (SEOC): The State Emergency Operations Center within the Office of Emergency Management (OEM) includes the Operations Unit the Logistics Unit and the State Emergency Operations Center (State EOC). This section is responsible for maintaining day-to-day situational awareness of the state-wide emergency management environment and activities. It coordinates directly with other sections within OEM as well as with external partners to develop a comprehensive picture of the environment and assess key indicators of stability. The section collects and disseminates information to Division Leadership Department Leadership the Governors office state agencies and local jurisdictions before during and after an incident or disaster and makes recommendations pertaining to response and recovery decisions and actions. The section develops and promulgates state processes and procedures for requesting and providing incident and disaster response and recovery resources to jurisdictions having authority and other state agencies. It executes these processes and procedures as required. The section maintains 24-hour communications monitoring and availability to jurisdictions having authority. The section develops and maintains current State EOC response plans and standard operating procedures for rapidly elevating the operational level of the center and operating it as required. The section oversees both internal and external State EOC position training inclusive of Emergency Response Coordinators (ERC) and conducts exercises to test the State EOC. The section is the primary point of coordination with the Federal Emergency Management Agency (FEMA) and other federal agencies for response activities before during and after an incident or disaster.

WORK ENVIRONMENT
  • Monday - Friday 8am-5:pm (Some flexibility on schedule)
  • Hybrid schedule (3 days in office) with the potential to change
  • Occasional meetings/training and visits to stakeholders/partners/subrecipients.
  • During activations of the SEOC may be required to report to the SEOC during nights weekends and/or holidays.

ABOUT THE POSITION
The Planning Chief oversees the SEOC planning unit staff who collect process and organize situation information prepare situation summaries and develop projections and forecasts related to the incident.
Key Responsibilities:

Incident and Long-Term Situational Information
  • Determines incident information needs selects sources gathers data ensures data accuracy and develops information into actionable intelligence.
  • Collects organizes and integrates incident status(es) and situational information.
  • Prepares and distributes incident information and intelligence products to leadership to inform decision processes
  • Identifies analyzes tracks and reports mid and long-term trends and potential impacts to emergency management at the local tribal and state level.
  • Develops and maintains effective cross-function information flow including distribution for use in decisions and awareness across sections and agencies.
  • Recommends focus areas for preparation training and exercises.
  • Collaborates with exercises and training personnel to integrate information intelligence trends and focus areas into those respective programs to prepare stakeholders for response and recovery activities.
SEOC Operational Planning
  • Serves as the SEOC Plans Chief and oversees the multi-agency emergency operations planning process under the operational planning time frame based on the operational period.
  • Prepares incident and special events planning with stakeholders.
  • Convenes and coordinates planning efforts in support of SEOC operations.
  • Conducts objectives setting meetings with stakeholders to develop incident objectives for leadership.
  • Publishes clear concise ISPs as required.
  • During a presidentially declared disaster serves as the States Chief of Plans in the Joint Field Office with FEMA.
  • Coordinate production of joint planning products.
Duty Officer
  • Serves as a duty officer to the SEOC as directed on the duty officer calendar.

OR

A Masters degree and one(1) year of experience Emergency Management or Emergency response Military response that includes planning.

REQUIRED SKILLS
  • Strong organizational skills
  • Ability work both independently and as part of a team
  • High proficiency in Microsoft or Google Office products (e.g. Word PowerPoint etc.)
  • Presenting to senior leadership or large groups
  • Excellent technical writing skills
  • Ability to set and maintain project schedules
PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS
  • Experience writing Homeland Security or Emergency Management documents such as emergency operations plans recovery plans risk and hazard analyses and/or capability gap analyses.
  • Experience in state federal or military operations center

CONDITIONS OF EMPLOYMENT
  • Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
  • Must have a valid Colorado Drivers License ( In lieu of a drivers license must be able to demonstrate the ability to successfully complete travel requirement of the position using alternate means with minimal or no business interruption)
  • Must be Colorado resident at the time of application
