Who We Are:
The Ohio Facilities Construction Commission (OFCC) oversees capital projects undertaken by state agencies and state-supported higher education institutions; manages Ohios school facility programs which support the construction and renovation of public K-12 schools;and administers the funding for community-based cultural and sports facilities projects.
The Commission sets uniform rules procedures and standardized documents for state construction under Chapter 153.
The legislature established the Commission in 2012 with the merger of the Ohio School Facilities Commission (OSFC) and the former Office of State 2013 the Commission undertook oversight of the cultural facilities grants 2017 the legislature further folded all OSFC duties and responsibilities into the Commission consolidating guidance and oversight for its various programs into one entity.
In 2021 the Commission celebrated 100 years of public construction in the Buckeye State.
What We Do:
The Ohio Facilities Construction Commission oversees capital projects undertaken by state agencies and state-supported institutions of higher education; manages Ohios school facility programs which provide support for the construction and renovation of public K-12 schools; and administers the funding for community-based cultural and sports facilities projects.
What Youll Do:
Acts as Project Manager for projects in the post-construction phase:
Manages outside consultants to evaluate defective work and identify corrective work to address defects in completed facilities
Recommends resolution of construction-related issues and reviews and approves change orders
Applies judgment on close-out issues and related problems
Assists project teams with the resolution of project issues (i.e. attends mediations; provides technical guidance
Conducts field inspections; attends and participates in contractor review meetings)
Supports the Corrective Action Program
Assists Projects and Finance divisions involving project closeout financial closeout defective work and recovery efforts
Researches information
Writes and submits reports and technical evaluations
Supports the preventive maintenance and enhanced commissioning programs
Provides support for OnTrack system implementation and training including facility database
Maintains post-construction site visit schedule to achieve quality assurance goals
Manages energy efficiency projects including:
Energy performance contracts energy capital fund projects and analysis of building systems and energy billing data to improve efficiency
Reviews analyzes & conducts research on new energy conservation technologies codes & specifications related to energy conservation & legislation
Participates in the development of new program grants
Other duties:
Supports the preventive maintenance and enhanced commissioning programs
Provides support for OnTrack system implementation and training including facility database
Maintains post-construction site visit schedule to achieve quality assurance goals
Provides necessary information regarding contractor performance with appropriate parties (internal OFCC staff impacted contractors Construction Managers and consultants)
Assists in Quality Construction responsible for contractor evaluations
Reviews apparent low bidder and proposed subcontractor prequalification selections and provides input to project teams
Conducts due diligence investigations into contractors
Other related duties as assigned.
