What Youll Do

  • Manage a team of employees responsible for the design implementation and administration of multiple systems and processes to integrate and communicate program and project planning efforts for multi-year programs plans develop and status program and project plans and generate/communicate monthly performance metrics. Systems and processes include database management procedure and desktop guidance management and training for use of systems.
  • Responsible for defining and supervising activities to ensure efficient and timely completion of assigned mission work in accordance with government and plant directives. Performs duties with opportunity for exercising initiative independent judgment and professional discretion under limited supervision.
  • Develops plans to achieve organizational objectives in conjunction with directorate goals and ensures plans are executed in accordance with established performance expectations.
  • Conducts personnel effectiveness appraisals and performance appraisals and determines pay increase of immediate subordinates within guidelines set by management.
  • Interacts with internal and external stakeholders to ensure proper business input is collected analyzed and resulting output distributed as required.
  • Recommends and implements improvements in project procedures technology applications and resource utilization that result in organizational cost reductions.
  • Analyzes impact of mission changes on areas of business responsibilities. Serves as organizational liaison between subordinates and senior management as well as other relevant stakeholders.
  • Facilitates and supports all plant safety initiatives provides instruction in safety awareness and provides training while resolving issues and concerns within the organization.
  • Attends and/or conducts required safety meetings and training. Periodically acts as Director on a temporary basis as required.
  • Acts as subject matter expert in ensuring effective communication to internal and external stakeholders concerning planning efforts. Develops and provides briefings for senior leadership for decision-making on project planning efforts.
  • Builds and maintains a strong functional team through effective recruiting hiring training coaching and team building. Makes critical business decisions which affect planning systems and procedures. Performs other related duties as assigned.

Knowledge Skills and Abilities:

  • Knowledge of and experience in planning scheduling cost systems project management principles and procurement
  • Understanding of database systems and P6 scheduling software
  • Understanding of DOE Order 413.3B Earned Value Management concepts and principles
  • Critical thinking
  • Ability to counsel and communicate to employees and management through complex issues
  • Ability to research and analyze various types of qualitative and quantitative data
  • Strong communication skills for both staff internal customers and external customers
  • Ability to make recommendations to effectively resolve problems or issues consistent with standards practices/policies procedures or DOE requirements
  • Ability to write clear concise and organized reports and correspondence
  • Ability to build collaborative relationships and teamwork with other departments/organizations
  • Ability to manage competing demands and priorities

Minimum Job Requirements

  • Bachelors degree: Minimum 10 years of relevant experience. Minimum 5 years of relevant supervisory/ management experience.
  • Relevant experience includes staff management scheduling and cost planning and performance reporting

Preferred Job Requirements

Experience with collecting managing and reporting large data sets

Experience with database development and management

Experience with P6 scheduling software

Experience with SAP cost software

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.

This position may be categorized as a designated position identified by 10 C.F.R. Part 709 requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.
