For the Utility Engineering Analyst 1 (UEA 1) level:

• Under general supervision the Utility Engineering Analyst 1 works in a trainee capacity while following the approved training plan to perform evaluation of routine public utility applications for utility service and tariff filings for compliance with state and federal statutes regulations policies and procedures governing utility regulation. The incumbent presents comprehensive written analysis and recommendations to the Commission.

For the Utility Engineering Analyst 2 (UEA 2) level:

• The Utility Engineering Analyst 2 independently evaluates moderately complex certification applications quality of service issues and moderately complex or controversial tariff filings for broad range of utility service associated with electric natural gas distribution and storage oil and gas pipeline refuse and water/wastewater utilities. The incumbent presents comprehensive written analysis and recommendations to the Commission.

For the Utility Engineering Analyst 3 (UEA 3) level:

• The Utility Engineering Analyst 3 is an advanced level position delegated to analyze broad range of complex utility and regulatory proceedings associated with electric natural gas distribution and storage oil and gas pipeline refuse and water/wastewater utilities. The incumbent presents comprehensive written analysis and recommendations to the Commission.

The Commission is charged with ensuring safe efficient and reliable utility and pipeline services are provided to Alaskans at just and reasonable rates. The availability of utility services and the rates rules terms and conditions of those services are governed by statute and regulation and enforced by the Commission. Five full-time commissioners are appointed by the Governor and confirmed by the Alaska State Legislature overseeing a team of analysts administrative law judges consumer protection officers and support staff.

The Commission regulates a broad range of utility services including electric natural gas natural gas storage steam heat pipeline refuse sewer telecommunications and water services overseeing regulated entities through certification regulation of rates and services tariff review dispute resolution and consumer protection services. The Commission also calculates amounts for the power cost equalization (PCE) program and serves as an information resource for the executive and legislative branches of government.

The new UEA 1/2/3 will receive hands-on internal training coaching and support throughout the process as well as opportunities for outside specialized training at both the state and national levels.

The working conditions you can expect:

RCA is located in the heart of downtown Anchorage. We work in the beautiful Conoco Phillips facility where the Alaska Club and Horizons Caf are located. This position has a private office within the engineering section. The daily work environment is busy with many tasks to accomplish. Each workday brings with it a new challenge. Downtime is rare but when it occurs it is used as an opportunity to create more efficiencies in our work flow.

Flexibility in the work schedule to include hybrid telecommuting exists at this time.

Competencies we are looking for the Utility Engineering Analyst 1 2 and 3 level:

• Reasoning: Identifies rules principles or relationships that explain facts data or other information; analyzes information and makes correct inferences or draws accurate conclusions.
• Oral and Written Communication: Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral and written presentations; listens to others attends to nonverbal cues and responds appropriately.

Specific to the Utility Engineering Analyst 2 level:

• Compliance: Knowledge of procedures for assessing evaluating and monitoring programs or projects for compliance with Federal laws regulations and guidance.

• Financial Analysis: Knowledge of the principles methods and techniques of financial analysis forecasting and modeling to interpret quantitative and qualitative data; includes data modeling earned value management and evaluating key financial indicators trends and historical data.

Specific to the Utility Engineering Analyst 3 level:

• Technical Competence: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform ones job; works with understands and evaluates technical information related to the job; advises others on technical issues.

• Technology Awareness: Knowledge of developments and new applications of information technology (hardware software telecommunications) emerging technologies and their applications to business processes and applications and implementation of information systems to meet organizational requirements

Utility Engineering Analyst 1 Minimum Qualifications (Range: 18)
Any combination of education and/or experience that provides the applicant with competencies in
