Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our HR Strategic Planning & Programs department is looking for an Ethics and Conflict of Interest Lead to join the team. Reporting to the Senior Manager Policy and Programs this role will lead Metrolinxs Ethics portfolio and provide expert guidance on complex matters of ethics and integrity.

The Ethics and Conflict of Interest Lead will be responsible for reviewing and making recommendations on conflict-of-interest disclosures and other enquiries such as disclosures of wrongdoing or political activity. They will also provide advice to the CEO senior leaders and colleagues on ethics-related policies and issues lead the annual review and update of ethics-related policies to ensure they remain current and effective and develop and deliver education and training programs that foster an ethical workplace culture.

This position requires a deep understanding of the Public Service of Ontario Act (PSOA) and human resources legislation.

What will I be doing

  • Responsible for reviewing and drafting recommendations on conflict of interest declarations and other PSOA-related disclosures or enquiries (e.g. disclosure of wrongdoing political activity)
  • Responsible for overseeing the regular review and updating of Metrolinxs ethics-related policies including but not limited to: Conflict of Interest Disclosure of Wrongdoing Political Activity and Code of Business Conduct and Ethical Behaviour for Employees
  • Monitor industry trends emerging progressive policy ideas and relevant provincial policy and program developments to identify opportunities or gaps for potential policy revisions that promote an ethical and compliant workplace.
  • Responsible for liaising and supporting members of the HR and leadership teams through the implementation of new/revised policies and to oversee the application of these policies.
  • Develop briefing materials and reports in response to requests from leadership or MTO (e.g. status updates on KPIs to support SMT annual Disclosure of Wrongdoing report)
  • Maintain governance and records of related determinations training and employee attestations
  • Apply a risk-based approach to considering conflict of interest management with a view to mitigating legal and reputational risk to the organization and ensuring conflict of interest briefings are timely and expedited where applicable.
  • Educate and train organization on how to recognize and address conflict of interest (COI) and similar concerns including administration of annual conflict of interest review and attestation.
  • Provide creative analysis expertise and advice on ethics-related issues to the CEO and leadership.
  • In partnership with HR business partners acts as the central point of contact to provide subject matter expertise advice and consultation to senior management and officials on a range of ethics-related issues and works with business units to modify or develop policies and standards as necessary.
  • Prepare communication learning and engagement plans to increase Metrolinxs understanding of conflicts of interest and associated individual responsibilities including but not limited to: presentations training workshops guides etc.
  • Facilitate dialogue and discussion between the business and internal and external providers to assist with conflict of interest reviews and mitigation plans.
  • Partner with Inclusion and Culture to ensure all policies standards and recommendations are inclusive and promote the achievement of desired culture
  • Use existing data to research review and analyze various issues trends legislative issues systemic issues and policy/process concerns
  • Ensures that quality standards are adhered to during the development and implementation of projects; recommends solutions and improvements to business processes

What Skills and Qualifications Do I Need

  • Completion of a degree in Public Administration Public Policy Planning Business Administration Business Ethics Legal Communications or a related discipline
  • Demonstrated progressive experience in policy development conflict of interest corporate coordination or executive-level support preferably within the public sector.
  • Oral communication presentation and consultation skills to provide expertise/advice to colleagues and management
  • Superior written communication skills to provide internal and external reports briefings and memoranda
  • Thorough knowledge of the Public Service of Ontario Act and human resources legislation (e.g Occupational Health & Safety Act Ontario Human Rights Code etc.)
  • Experience identifying client needs and initiating coordinating and implementing solutions in response to client issues
  • Agile and demonstrated flexibility to multitask and deal with interruptions for urgent requests
  • Proficiency in computer applications including MS Office (e.g. Outlook Word Excel PowerPoint)
  • Analytical and problem solving skills to analyze problems detect root causes and resolve issues
  • Previous experience working for an Ontario public body is an asset
