Description

The City of Richmond Department of Public Utilities is seeking a qualified candidate to fill the Utilities Fuel Procurement Administrator position. The Utilities Fuel Procurement Administrator is responsible for purchasing and making recommendations regarding purchasing natural gas. Work includes analyzing market trends monitoring price fluctuations contract administration (for supply transportation and storage) calculating monthly gas costs and recommending gas commodity rates and formulating budgets for total gas addition employee will provide customer support and technical assistance to the Citys highest volume industrial accounts and users reconcile monthly Transportation Service volume balances and help attract and retain customers. Day to day duties include collecting summarizing and analyzing gas flows gas prices and forecasting short term and long term natural gas addition the Utility Fuel Procurement Administrator will respond to customer inquiries and review customer flows to ensure they are in an appropriate rate class.


Duties include but are not limited to

  • Ensuring adequate natural gas supply;
  • Monitor gas inflows and outflows from inventory to ensure compliance with contracts;
  • Track purchase gas cost and gas cost revenues to recommend PGC rate changes;
  • Work with gas operations and rely operational issues to/from gas asset manager;
  • Provide customer support for large volume gas customers;
  • Review existing natural gas contracts and renew contracts in orderly fashion and make recommendations on new or existing contracts.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors Degree in engineering business administration public administration or a related field
  • Threeyears of experience in procurement of natural gas or other energy sources
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING CERTIFICATIONS and/or OTHER SPECIAL REQUIREMENTS:
  • None required


KNOWLEDGE SKILLS AND ABILITIES:

Knowledge:
  • Considerable knowledge of North American Energy Standards Board contract for purchase and sale of energy; federal state and local regulations relating to the storage transportation and purchase of natural gas
  • Knowledge of mathematics and science
  • Microsoft Suite (Excel Word Outlook)
  • Knowledge of economic and accounting principles
  • Knowledge of contracts and business agreements and budgets

  • Using standard office equipment such as printers computers and copiers

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to reach extending hands and arms in any direction stand push pull lift finger (picking pinching or otherwise working primarily with fingers) grasp applying pressure to an object with fingers or palms talk see and hear. The employee is frequently required to climb balance stoop crouch crawl walk feel and use substantial repetitive motions of the wrists hands and terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
