About the Work Unit
This unit exists to assist in the provision of a safe and secure environment in the State of Colorado by ensuring the security of thousands of pieces of crucial non-replaceable criminal evidence as it pertains to the collecting handling packaging transporting storing managing releasing and destruction of said evidence.

About the Job
This position exists to provide technical expertise and assistance in the collecting handling packaging transporting storing managing releasing and destruction of evidence to the CBI and officers of other agencies such as local municipalities sheriffs offices other state agencies federal agencies courts and District Attorneys as it pertains to the evidence that is collected in criminal cases. Evidence will include but is not limited to firearms dangerous weapons negotiable financial instruments vehicles or their mechanical parts or contents illegal narcotics prescription drugs items containing DNA or other biological fluids and fingerprints.

Key Responsibilities

Property and Evidence Collection and Handling
- Represents the CBI as the technical expert in all manners regarding the handling packaging transportation storage management release and destruction of all evidence as related to criminal and civil cases.
- Communicates and interacts with CBI personnel and personnel from other agencies to maximize the effectiveness of the CBI and will treat internal and external customers with dignity and respect using consistent and appropriate written and verbal communications and behaviors.
- Assists all agents with the proper collection handling packaging and transportation of all evidence.
- Required to travel to outlying areas where evidence is being held and retrieve if necessary the evidence following proper protocols.
- Responsible for the management and storage of all pieces of evidence following approved and legal guidelines for evidence ensuring the integrity of the chain of custody proper packaging and storage in accordance with all CBI policies and procedures International Association of Property and Evidence (IAPE) guidelines and Colorado Bureau of Investigation (CBI) procedures in order to preserve the evidentiary value and integrity of the criminal evidence.
- Responsible for transporting evidence to court for trials to CBI or other approved laboratory for testing or to another law enforcement agency with a legally valid reason to view the evidence. The Evidence Technician will ensure the integrity of the chain of custody by transporting the evidence as necessary and requested by the District Attorneys (DA) Office or a CBI Agent.
- Responsible for researching confidential databases including but not limited to NCIC/CCIC Colorado Courts ATF Gun Traces and CBI maintained systems to investigate the status of all cases involving evidence held by the CBI and determine whether or not the property and/or evidence is eligible for disposition.
- Responsible transporting monies seized or found to an approved bank or credit union. This position is also required upon orders from the court to return money to a victim/owner. This position requires a working knowledge of the State of Colorado financial transaction process and the system used for its control.

Administrative Duties
- Make basic purchases using a P-Card. Manage equipment inventory for a specific location. Manage equipment inventory and completing inventory audits. Answer phones and provide back up basic duties of the Program Assistant.
- Performs other duties as assigned which could include but not be limited to procuring inventorying storing and issuing a wide variety of supplies and equipment.
- Manage time appropriately assist others as needed and maintain productivity.

Audits/Inspections/Inventories
- This position is required to travel to other central evidence facilities and temporary evidence facilities across the State at least twice a year to conduct a scheduled inspection of another central evidence facility to ensure that accountability measures are maintained and that items are protected from damage loss and deterioration.
- Assists in the performance of a complete inventory of all items stored in evidence facilities as assigned by the Evidence Manager.
- Assist as needed in audits as required by the policies and procedures of the CBI.

Training and Instruction
- Assists with training to instruct new agents during their initial training in the proper collection handling packaging securing and submission of evidence as approved and prescribed by policy procedures guidelines and best practices depending on the evidence type that has been collected. This may include but is not limited to information from the CBI laboratory submission guidelines or other publications on handling DNA firearms drugs clothing blood products other bodily fluids trace evidence such as fingerprints hair fibers etc.
- The evidence technician will continually update their skill sets through active participation in professional groups trainings seminars and conferences. They will also remain current in advances in technology by reading forensic literature journals and websites.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS

Three years experience researching confidential database cataloging information and clerical responsibilities.

OR

Three years of course work from an accredited educational institution in any field.If education is substituted for work experience an unofficial transcript of the relevant education must be provided with your application.

PREFERRED QUALIFICATIONS
  • Experience with evidence handling in a law enforcement agency.
  • Experience handling sensitive or confidential information in a professional setting.
  • Ability to work in a high volume environment.
  • Ability to accurately and efficiently enter data.
  • Ability to handle repetitive processes.
  • Strong organizational skills and ability to manage multiple tasks while maintaining attention to detail.
  • Ability to perform active work.
  • Proficiency with Microsoft Office Google Suite or similar software for recordkeeping documentation and communication.

CONDITIONS OF EMPLOYMENT
  • Must be Colorado resident at the time of application
  • A valid current drivers license is required to perform the duties of this position. This position is required to drive a state-owned vehicle to gather evidence from temporary facilities within the region.
  • Requires to move up to 40-50 pounds from one location to the next occasionally.
  • Frequently lifts and carries items or containers that may be heavy or require lifting above the shoulders. This position also requires frequent walking pulling and pushing.
  • Required to be available to respond to the central evidence facility to assist troopers in booking large quantities of evidence.
  • May be required to handle package and store evidence items that could be considered hazardous. Drug testing equipment contains caustic materials or acids as do the dangerous drugs themselves. Although infrequent it is possible for this position to have direct exposure to hazardous materials.
  • This position is required to obtain Certification through the International Association of Proper and Evidence (IAPE) or another approved course in the handling preservation and storing evidence according to industry standards. This must be obtained within 18 months of the start date
  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search and drug testing.
