DIVISION OVERVIEW:

The Administrative Services Division handles the administrative functions of the LACDA. These functions include Information Technology Human Resources Procurement Risk Management Fleet and Facilities Management and Print Shop/Mail Services. Each unit is responsible for providing essential technical functional and professional assistance to all operating divisions to support the LACDAs mission to Build Better Lives and Better Neighborhoods.

POSITION OVERVIEW

Under general supervision performs a variety of highly specialized and complex professional procurement and contract administration duties in support of division/department goals while complying with all relevant County State and Federal laws ordinances and internal policies and procedures.

This position demands strong attention to detail and sound independent decision making. Candidate must be able to plan organize and prioritize multiple assignments while performing fair open competitive timely and ethical procurement functions.

  • Principles and practices of contract administration and management techniques for public agencies.
  • Authority and division operations programs policies and procedures.
  • Principles and practices of data collection and report preparation.
  • Methods of preparing and processing various records reports forms and other documents particular to assigned department or program.
  • Applicable federal state and local laws codes regulations and ordinances as well as industry standards and best practices governing public procurement and contract administration and management processes.
  • Business administration practices.
  • Business arithmetic and basic statistical techniques.
  • Principles and practices of contract monitoring for operational and fiscal purposes.
  • Basic budget principles for monitoring and tracking revenue and expenditures.
  • Methods and techniques of preparing business correspondence and forms.
  • Principles and practices of business and public administration as applied to assigned department.
  • Principles and practices of record keeping.
  • Authority and mandated safety rules regulations and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and Authority staff.
  • The structure and content of the English language including the meaning and spelling of words rules of composition and grammar.
  • Modern equipment and communication tools used for business functions and program project and task coordination including computers and software programs relevant to work performed.
Ability to:
  • Perform complex contract administration and management work.
  • Lead training and development efforts.
  • Perform a diverse range of highly specialized procurement tasks in support of assigned division.
  • Gather and compile Authority and department-specific information from a variety of sources.
  • Understand the organization and operation of the Authority and of outside agencies as necessary to assume assigned responsibilities.
  • Prepare review and present reports recommendations and other correspondence and communications in a clear and concise manner.
  • Compose concise and accurate business correspondence and reports.
  • Prepare interpret summarize and present administrative and technical information and data in an effective manner.
  • Assist in monitoring a department or program budget.
  • Monitor and track contracts.
  • Monitor and track grants and ensure compliance with funding requirements.
  • Organize and maintain accurate databases records and files.
  • Compose correspondence and reports independently or from brief instructions; maintain records and databases.
  • Prepare and present information in various formats and for diverse audiences.
  • Perform mathematical computations accurately.
  • Effectively represent the division/department/program and the Authority in meetings with other staff outside agencies community groups and the public.
  • Understand interpret and apply all pertinent laws codes regulations policies and procedures and standards relevant to work performed.
  • Use tact initiative prudence and independent judgment within general policy and procedural and legal guidelines.
  • Independently organize work set priorities meet critical deadlines and follow-up on assignments.
  • Effectively use computer systems software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely both orally and in writing using appropriate English grammar and syntax.
  • Establish maintain and foster positive and effective working relationships with those contacted in the course of work.

QUALIFICATIONS

Education and Experience:
Any combination of education and/or experience that provides the required knowledge skills and abilities to perform the essential functions of the position. Additional experience as outlined below may be substituted for required education on a year-for-year basis.

  • Five (5) years of increasingly responsible professional experience performing complex procurement and contract administration work.
DESIRABLE QUALIFICATIONS
  • Completion of a certification program demonstrating advanced knowledge in the Procurement arena such as public contracts or federal government contracting is preferred but not required.

Licenses and Certifications:
  • Possession of a valid California Drivers License to be maintained throughout employment or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL DEMANDS
    Must possess mobility to work in a standard office setting and use standard office equipment including a computer; to operate a motor vehicle to visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required as well as the mobility to attend in person off site meetings. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift carry push and pull materials and objects up to 10 pounds.

    ENVIRONMENTAL CONDITIONS

    Employees work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures solicitation language or contract terms.

Salary Compensation

Conditions of Employment
Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks a post-offer medical examination a criminal background check and a driving record check.
