JOB SUMMARY:Winter Pop Up Supervisor

The Winter Pop Up Supervisor will provide professional proactive and hands-on leadership to Winter Pop Up Support Staff and Coordinators. This position is responsible for overseeing the day-to-day operations of the Winter Pop Up shelter ensuring staff are supported trained and performing duties in alignment with Siloam Missions standards. The Supervisor will provide guidance mentorship and performance management to staff while also providing direct support to community members using trauma-informed behaviour-based and culturally safe practices.

This position will work primarily during daytime hours overlapping with Support Staff and Coordinators for approximately two hours each day for on-the-floor support while dedicating the remaining time to operational oversight planning and administrative responsibilities.

KEY DUTIES & RESPONSIBILITIES

Operational Leadership & Shelter Oversight

  • Oversee the day-to-day operations of the Winter Pop Up shelter ensuring smooth and effective service delivery to community members;
  • Make decisions that align with Siloam Mission priorities values and mission;
  • Monitor capacity procedures and staffing ratios to maintain compliance with safety and operational standards;
  • Collaborate with Support Staff and Coordinators during daily overlap periods to ensure continuity of care and clear communication;
  • Review and follow up on critical incidents including supporting critical incident response reviewing security footage gathering staff statements and coordinating with management on appropriate next steps;
  • Ensure confidentiality protocols are consistently followed and reinforced across all operations;
  • Monitor and ensure cleanliness maintenance and opening and closing protocols of the Winter Pop Up facility are followed including general housekeeping duties;
  • Recommend and support implementation of policies procedures and best practices in consultation with leadership and executive;
  • Delegate operational tasks to Coordinators such as daily shift coverage responsibilities staff check-ins and team huddles;
  • Use operational hours outside of direct Pop Up overlap to focus on program planning staff scheduling training development reporting and process improvement;

Staff Supervision & Development

  • Provide leadership mentorship and oversight to a team of 2025 staff fostering a positive workplace culture that encourages teamwork respect accountability collaboration and continuous improvement;
  • Conduct daily debriefs and bi-weekly one-on-one meetings with staff and Coordinators to provide ongoing feedback review performance development goals and training needs;
  • Support Coordinators by delegating responsibilities; assist with coaching conversations and staff supervision duties;
  • Lead orientation and ongoing training for new and existing staff on trauma-informed practice safety protocols and operational procedures ensuring onboarding training is completed within required timelines;
  • Address staff concerns mediate conflicts and escalate issues to management as appropriate and in a timely manner;
  • Collaborate with management on annual performance reviews training and staff development initiatives;
  • Support staff development by providing opportunities for leadership mentoring and skill-building within the Winter Pop Up services;
  • Ensure staff are meeting performance expectations and address performance concerns proactively through coaching support or corrective action;

Community Member Support

  • Provide direct support to community members when on the floor incorporating housing-focused behaviour-based trauma-informed strengths-based and harm reduction approaches;
  • Promote consistency and fairness in service delivery ensuring staff uphold Siloams vision values and standards in interactions with community members;
  • Respond appropriately to crises behavioural issues and emergencies within the Winter Pop Up;
  • Conduct restorative circles and follow-up on suspension or incident reports when appropriate;
  • Collaborate with Coordinators and Support Staff to identify needs address concerns and adapt supports as necessary;

Reporting & Collaboration

  • Prepare and distribute reports on operational updates and concerns incidents issues and staffing to leadership and executive within established timelines while ensuring accurate and thorough documentation;
  • Liaise with Drop-In Shelter and other Siloam departments to ensure coordination of services;
  • Work collaboratively with leadership and executive to address performance staffing and service delivery matters;
  • Participate in leadership meetings offering input on program operations and staff needs;
  • Participate in meetings with external stakeholders as required;
  • Support the evaluation of Winter Pop Up operations and service delivery providing recommendations for improvement;
  • Maintain open communication with internal departments and external partners as required;

Other duties as assigned related to other departments such as Drop In and Shelter. When Winter Pop Up is not operating key duties and responsibilities will shift to support other departments such as Drop In and Shelter.

EDUCATION & EXPERIENCE

  • Post-secondary education in social services or a related field preferred; an equivalent combination of education and experience will be considered;
  • Minimum 2 years experience working with marginalized populations including homelessness mental health and addictions;
  • Minimum 2 years progressive leadership or supervisory experience preferably in a shelter community service or other non-profit environment;
  • Experience managing teams of 15 or more staff with proven ability to delegate coach and develop others;
  • Experience providing trauma-informed culturally safe and harm reduction-based support preferred;
  • Experience in incident management reporting and operational oversight;
  • Certification in or demonstrated knowledge of Cultural Awareness Anti-Oppressive Practice NVCI ASIST First Aid Mental Health First Aid Trauma Informed best practices;

KNOWLEDGE/SKILLS/BEHAVIORS

  • Demonstrated understanding of homelessness poverty mental health addictions and trauma-informed care;
  • Knowledge of harm reduction principles and Housing First approaches;
  • Proven leadership experience managing medium-to-large teams (2025 staff);
  • Ability to lead mentor and supervise staff in a mixed operational and floor-support environment;
  • Demonstrated ability to hold staff accountable while maintaining a supportive strengths-based approach;
  • Strong delegation skills with the ability to balance oversight and empowerment;
  • Excellent communication and interpersonal skills including conflict resolution skills with the ability to build relationships across diverse teams and with community members;
  • Sound judgement critical thinking decision making and problem-solving abilities in a fast-paced environment;
  • Ability to assess physical space and people within it identifying risks and opportunities to provide support;
  • Knowledge of confidentiality practices and commitment to upholding organizational protocols;
  • Ability to work collaboratively with peers and management to address performance training needs and service delivery improvements;
  • Demonstrated understanding of cultural awareness anti-oppressive practice and inclusion.
  • Commitment to fostering a safe respectful and inclusive work environment aligned with Siloams mission vision and values;
  • Proficiency with MS Office data entry and documentation of operational reports;
  • Ability to maintain professionalism confidentiality and appropriate boundaries at all times;
  • Commitment to ongoing learning and completion of mandatory training (NVCI ASIST First Aid Mental Health First Aid trauma-informed practices).

RELATIONSHIP

  • Works closely with Winter Pop Up Support Staff Coordinators Drop-In and Shelter teams Leadership Management and community stakeholders.

WORKING CONDITION

  • Hours of work: Tuesday to Saturday (Tuesday Friday 6:00 a.m. 2:30 p.m. Saturday 4:00 p.m. 12:00 a.m.)
    • Hours of work will be modified when Winter Pop Up is not operating
    • 1 year term
  • Work requires standing and walking over extended periods of time;
  • Periodically lifting of up to 50lbs occasionally;
  • Hazardous conditions could include potential violent outbursts from community members toward staff or other community members;

  • The incumbent contributes to making the organization safe for clients and staff and recognizes the importance of reporting unsafe situations and participating in follow up reviews as a learning opportunity.
  • Provides a safe environment by ensuring adherences to Workplace Safety and Health Regulations and Policies Infection Control Guidelines WHMIS and Safe Work Procedures. Immediately investigates and recommends corrective action on any unsafe acts work conditions incidents near misses injuries or illnesses.
  • Demonstrates understanding of role and responsibilities in fire prevention and disaster preparedness and participates in safety and health training programs including the facilitys Fire Disaster and Evacuation Plan.
  • Supports an environment which avoids prevents and corrects all activities or actions which may result in an adverse outcome in the delivery of services. Community Member safety is a standing item for all individual and departmental meetings.
