Description

This class serves as a second level supervisor over major human services programs or multiple human services functions. Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available technology and resources. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within the units managed. Incumbents may: oversee daily operations and direct work flow; conduct attend and participate in departmental staff meetings and meetings with other departments city leadership and citizens; review prepare and submit reports; represent the Cityregarding the administration and management of human services programs; develop implement and monitor policies and procedures; oversee correspondence; manage budgets and approve expenditures; and manage personnel.

Incumbents supervise management professional paraprofessional and support staff including conducting performance evaluations coordinating training and implementing hiring discipline and termination procedures.

Some assignments may serve as essential employees in times of declared emergencies.

Pay range is

Duties include but are not limited to

  • Establish the vision and strategic direction of the Office of Aging and Disability Services.
  • Manage daily operations including supervision of staff and contractors.
  • Oversee care coordination efforts generated through the Offices Helpline.
  • Collaborate with the Mayors Office Human Services and City Council to strengthen coordination for older adults and individuals with disabilities.
  • Meet with city officials to develop strategies addressing the needs of the aging and disability communities.
  • Serve as staff liaison and member of the Aging and Disabilities Advisory Board.
  • Prepare and coordinate board reports projects trainings and presentations for the Education and Human Services Standing Committee.
  • Represent the Office at meetings convened by the Director of Neighborhood and Community Services and other leadership forums.
  • Serve as the Citys representative on relevant boards commissions and community forums.
  • Develop and maintain partnerships with key stakeholders.
  • Design and implement citywide programs aligned with the Offices priorities.
  • Lead a collective of city personnel supporting the aging and disability communities.
  • Develop survey tools to assess community needs.
  • Oversee the Offices annual budget including financial planning and reporting.
  • Partner with Strategic Communications to market the Office and promote its programs.
  • Prepare regular reports for the Director of Neighborhood and Community Services and the Advisory Board.
  • Represent the City on matters related to aging and disabilities.
  • Provide program and service updates at Council District meetings as requested.

TYPICAL CLASS ESSENTIAL DUTIES

(Percentages represent approximate time allocations; no duty is less than 10%)

  1. Strategic Leadership (20%) Develop and implement strategic partnerships expand outreach (including multicultural initiatives) promote office services ensure program effectiveness and deliver trainings and presentations to raise awareness.
  2. Program Administration (20%) Provide administrative oversight of programs; prepare reports; develop and enforce policies and procedures; administer grants; conduct needs assessments; and address program inquiries and policy issues.
  3. Staff Supervision (20%) Supervise professional paraprofessional and support staff ensuring accountability and professional growth.
  4. Budget Management (10%) Oversee financial operations by preparing annual budget projections monitoring expenditures and maintaining compliance.
  5. Research & Program Development (10%) Conduct research and apply best practices to strengthen and expand services; develop new standards policies and procedures to meet emerging needs.
  6. Data & Evaluation (10%) Collect analyze and manage program data; evaluate outcomes; and prepare reports for the Director of Neighborhood and Community Services and other stakeholders.
  7. Resource Development (10%) Identify supplemental funding sources; prepare proposals and grant applications to expand program capacity.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • Bachelors degree in social work public administration or psychology
  • Extensive training in Child Services Act (CSA)
  • 5 years ofexperience interpreting applying enforcing/administering CSA policy and procedure
  • 5 years of experience understanding budgets
  • 2 years ofsupervisory experience
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. This does not include education (Bachelors degree is required)

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to see hear and talk. The employee is frequently required to walk; and occasionally required to stoop; kneel; reach extending hands and arms in any direction; stand; push; lift objects from a lower to a higher position; move objects horizontally from position-to-position; grasp; and terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
