| Job Summary: |
The Senior Accountant position reports to the Agency Director and is responsible for the financial affairs of the Agency.
This position must understand the technical aspects of accounting budgeting cost and revenue forecasting and exercising ingenuity in problem-solving within the limits of specialized expertise and training.
This position also analyses economic and financial data analyses investments of Debt Reserve and Working capital manages Revenue Bonds and reporting and provides other technical assistance to staff.
| Job Duties: |
Performs senior-level operational or cost accounting activities by applying established accounting principles theories concepts and practices to a wide variety of difficult problems.
Creates and reviews complex financial statements and reports for completeness accuracy and conformance with Generally Accepted Accounting Principles (GAAP) or other specific accounting requirements.
Maintains an internal control structure through the review of reconciliations financial data procedures and controls.
Performs accurate analysis and interpretation of records of financial activities for the agency or a segment of an accounting system including exhaustive analysis and evaluation of data to be used for budget purposes.
Assists in maintaining books of account in accordance with the statutes rules and regulations of the State and the Authority.
Prepares in-house studies analyses and financial plans for use by the Authority in issuing revenue bonds for resource development projects.
Assists with annual audits of the Authoritys financial operations and oversees maintenance and management of the Authoritys facilities including assisting in the coordination of the maintenance contracts for building and office equipment.
Utilizes sophisticated computerized accounting system to track all assets and costs of the Authority and to assist in preparing monthly quarterly and annual financial statements.
Assists with processing and updating of internal Human Resources forms and processes.

Knowledge:
Accounting standards and practices to review and evaluate accounting functions and records.
Budget preparation financial and fund control auditing practices and requirements.
Economic and accounting principles and practices; the analysis and reporting of financial data.
Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles concepts practices methods and techniques of government accounting.
Internal control structures and fiscal management.
Considerable knowledge of the methods and techniques of automated financial systems.
Comprehensive knowledge of reference materials such as federal regulations Arizona Revised Statutes applicable agency manuals
and policies and procedures.
Skills:
Considerable skills in analysis interpretation and communication of financial data.
Preparation of supporting schedules to supplement presentations to staff the Commission and the public.
Preparing examining or analyzing accounting records financial statements or other financial reports.
Abilities:
Interact with senior leaders in the areas of risk management the state treasurers office General Accounting Office and the Auditor Generals office.
Coordinate with the accounting and budgeting systems of the Western Area Power Administration and the Bureau of Reclamation.
Assess accuracy completeness and conformance to reporting and procedural standards.

Bachelors Degree in accounting or a closely related field
Certified Public Accountant License

Two years experience as an Accountant 2 3 or equivalent
