Job Summary:
This role focuses on ensuring patient reimbursement for healthcare services at PIH Health. The Financial Counselor assists patients in understanding their insurance coverage determines eligibility and benefits secures payment arrangements and manages accounts to avoid bad debt. The counselor also educates patients about available financial assistance programs. This position requires strong communication analytical and organizational skills along with a thorough understanding of various insurance plans and financial regulations.

Responsibilities:
- Verify patient insurance coverage and eligibility.
- Determine patient financial responsibility.
- Establish payment arrangements with patients.
- Manage and collect on patient accounts including delinquent accounts.
- Educate patients about financial assistance programs (Medi-Cal VVC Uncompensated Care Cobra Covered California Hospital Presumptive Eligibility).
- Maintain patient confidentiality according to HIPAA regulations.
- Ensure accurate and timely entry of patient financial information into the system.
- Meet or exceed monthly collection goals.
- Participate in performance improvement programs.
- Maintain a clean and safe work environment.
- Perform other duties as assigned.
- Provide excellent customer service to patients physicians and other staff.
Required Skills & Certifications:
- Minimum of two years of experience in medical billing front office and/or hospital registration/admitting.
- Minimum of two years of experience in insurance verification and/or front office medical/hospital billing.
- High school diploma or equivalent (preferred: continuing education in Finance Accounting or Business Administration).
- Knowledge of eligibility requirements for Medi-Cal Hospital Presumptive Eligibility Program Medicare Covered California Cobra limited benefit plans VVC and Uncompensated Care Programs.
- Knowledge of medical terminology.
- Excellent communication (written and verbal) and mathematical skills.
- Strong computer skills (typing 45 wpm MS Office programs).
- Excellent organizational skills.
- Ability to work independently and make sound judgments.
- Adherence to all privacy policies and procedures (HIPAA).
Preferred Skills & Certifications:
- Bilingual skills.
- IPA knowledge.
Special Considerations:
- Interaction with patients occurs after a medical screening exam (in ED & Urgent LDRP).
- All patients are seen regardless of insurance or ability to pay.
- Stringent adherence to HIPAA regulations is required.
