Job Description

Position: Data Governance & Management Specialist Medicaid Modernization
Location: Sioux Falls SD (Hybrid; onsite at least 1 day per month)
Duration: 6 Months

Overview
The South Dakota Department of Social Services (DSS) is seeking experienced professionals to support Medicaid-related data governance and management initiatives as part of the South Dakota Medicaid Modernization program. The selected individual(s) will be responsible for delivering comprehensive Medicaid-related data management deliverables including Data Catalog Data Lineage Interface Registry Interface Control Documents (ICDs) Interface Management Plan and a Data Governance and Management Plan.

This role involves close collaboration with DSS State IT resources and Medicaid staff to design document and recommend data governance best practices tools and solutions.

Key Responsibilities
Partner with State IT resources to gather requirements assess current data mapping and analyze existing interface structures.

Create a Medicaid-specific Interface Registry documenting all SD Medicaid applications.

Develop Interface Control Documents (ICDs) for interfaces without existing documentation.

Establish a Medicaid Interface Management Plan.

Design Medicaid-related data models and recommend/define data warehouse structures where applicable.

Build a comprehensive Data Catalog and Data Lineage for Medicaid systems.

Develop a Data Governance & Management Plan aligned with DSS and State policies.

Work with Medicaid staff to analyze system-to-system data flows reporting requirements and data storage/organization/security.

Identify risks in the current data governance and interface structure and recommend improvements.

Suggest tools and technologies for data governance cataloging and interface documentation.

Prepare monthly status reports outlining accomplishments deliverables and timelines.

Provide recommendations to streamline data governance integration and management across Medicaid systems.

Perform other related duties as assigned limited to Medicaid-related data deliverables.

Required Skills & Experience
Strong proficiency with relational SQL and NoSQL databases.

Expertise in data modeling tools (ERwin ER/Studio or similar).

Experience with conceptual logical and physical data modeling.

Hands-on experience building data catalogs and data lineage frameworks.

Solid understanding of data governance frameworks and best practices.

Knowledge of business intelligence concepts and enterprise-level database design.

Ability to write and manage Interface Control Documents (ICDs).

Experience with interface design optimization and troubleshooting.

Familiarity with data warehouse design and management.

Practical experience in software development and system integrations.

Strong analytical problem-solving and communication skills.

Project management experience with ability to handle multiple deliverables.

Relevant professional certifications in data governance data management or control systems (preferred).
