Program Manager (Change) IDAM Tribe CISO Division

Location: UK

About the Role

As Program Manager within the Change team of the IDAM (Identity & Access Management) Tribe at Euroclear you will play a pivotal leadership role in driving the delivery of strategic transversal programs that enhance Euroclears cyber resilience. Sitting at the crossroads of security transformation and enterprise delivery this role offers you the opportunity to influence the shape and pace of change within a highly regulated and complex environment.

You will report into the IDAM Tribe Lead (within the CISO division) and act as a strategic delivery partner ensuring that IDAM capabilities are planned tracked and delivered in alignment with both business priorities and security risk reduction objectives.


Key Responsibilities

  • Program Ownership:

Lead the end-to-end planning and execution of IDAM-related change programs from scope definition and resource planning to benefits tracking and post-implementation reviews.

  • Stakeholder Leadership:

Build strong trusted relationships with senior stakeholders across CISO Group Technology Risk Operations and Business lines. Translate complex security and technology initiatives into clearly understood deliverables.

  • Governance & Oversight:

Ensure proper program governance is in place. Monitor delivery KPIs interdependencies risk exposure and budget adherence. Escalate where needed while proposing solutions and trade-offs.

  • Change Enablement:

Act as a key enabler of change by ensuring the impacts of IDAM initiatives are clearly understood communicated and embedded. Support change management activities across teams.

  • Strategic Alignment:

Partner with Product Owners Technical Leads and Business Owners to ensure that roadmaps and priorities are aligned with the broader CISO and enterprise security strategies.

  • Risk and Compliance Awareness:

Maintain a strong understanding of internal control and risk management frameworks. Proactively identify regulatory and audit requirements impacting program delivery.

Your Profile

Required Experience

  • 10 years of relevant experience in program or portfolio management within large-scale regulated environments (ideally financial services or critical infrastructure).
  • Demonstrated experience managing transversal multi-stream programs in the security or identity domain (IAM/PAM/Authentication/Access Governance etc.).
  • Strong background working in Agile-at-scale and hybrid delivery models.
  • Familiarity with cyber security frameworks regulatory obligations and risk management practices.

Leadership & Behavioural Skills

  • Proven ability to influence and lead without formal authority.
  • Sharp communication and stakeholder management skills able to simplify complexity for decision-makers and technical teams alike.
  • Structured thinker with strategic awareness yet hands-on and delivery focused.
  • High resilience and adaptability in dynamic high-pressure environments.
