Global Supply Chain Management offers an excellent opportunity to join our energetic and collaborative environment in support of our organization. The Strategic Proposal Lead provides proposal support to Raytheon proposals for the required Supply Chain/material this role you will foster relationships with suppliers create issue and manage supplier RFPs and collaborate with the Proposal Management team as well as the estimating and pricing will engage in supplier performance relationship management and strategic sourcing in order to provide strategic guidance to the programs in selecting the best sources to participate on Raytheon programs. Secondary responsibilities may include soliciting and negotiating long term agreements with Raytheon suppliers.
What You Will Do:
Preparation and issuance of Request for Quotations/Proposals
Perform price and cost analysis and lead formal negotiations price delivery scope terms & conditions
Work closely with the Program and other functional groups (Operations Quality Engineering etc.) to achieve objectives
Provide strategic and tactical support of Raytheon proposal efforts collaborating with proposal teams and vendors
Tracking supplier proposal status and compliance to Raytheon RFPs
Act as coordinator between program proposal teams and centralized quoting team in support of Raytheon proposals
Nurture professional business relationships with first tier subcontractors
Provide comprehensive Supply Chain support for gate reviews.
Ability to travel as required
Qualifications You Must Have:
Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience or An Advanced Degree in a related field and minimum 3 years experience.
Experience with DoD procurement/subcontract compliance with Public Laws Policies Federal Acquisition Regulations (FAR/DFAR) and ITAR and import/export requirements

Qualifications We Prefer:
Experience in leading formal negotiations (price schedule and supplier exceptions to contractual flow-down requirements as well as standard Terms and Conditions)
Experience with supplier management
SAP and Microsoft Office Suite of Products
Experience with reading and understanding drawings specifications and other engineering documents including complex SOWs
Price Cost Analysis experience
Experience with proposals from prospective suppliers and analyze cost/price technical capability and financial viability conduct investigations to ensure ability to perform within cost and schedule
Knowledge of EXIM procurements and all the rules and regulations involved in those situations
Experience with import/export regulations (ITAR/EAR)

Experience with Government contracts processes and procedures
Experience with proposals and understanding of all phases of sourcing procurement execution to include price negotiation reductions and terms and conditions completion of compliance EPAD Packages
Experience with automation tools
Previous experience with integrated supply chain including strategic procurement

The salary range for this role is 82000 USD - 164000 USD. The salary range provided is a good faith estimate representative of all experience levels.
