Main Purpose of Job

The mission of the Department of Juvenile Services (DJS) is to transform young peoples lives create safer communities and forge more equitable systems through community-based partnerships that hold youth accountable while building on their strengths and support systems. The agencys vision is to provide pathways to success for youth and families through partnerships across Maryland.

To assist in fulfilling the mission and vision the incumbent in this position will establish goals and objectives; develop guidelines policies and procedures; develop priorities and standards for achieving established goals; evaluate compliance; define any necessary changes and implement the changes to ensure compliance with PREA Standards and to protect the youth in the care and custody of DJS.

The Prison Rape Elimination Act (PREA) passed in 2003 is a federal law designed to prevent detect and respond to sexual abuse and sexual harassment in confinement settings including juvenile facilities. It sets national standards requires data collection and enforces accountability measures to safeguard the safety and rights of juvenile residents.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or universityfor five years ofthe requiredexperience.

may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Completion of PREA Auditor Training and/or PREA 101.

Three years of significant experience in investigations auditing monitoring quality assurance or a substantially similar role within the juvenile justice system.

Three years of experience as a facility PREA Compliance Manager with responsibility for coordinating the facilitys efforts to comply with PREA standards.

Bachelors degree from an accredited college or university with 30 credit hours in criminal justice or related coursework.

LIMITATIONS ON SELECTION

This recruitment is limited to current Maryland Department of Juvenile Services employees only.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
