Scope of Work (SOW) District Coordinator Project TERANG Phase 1

Duration: 3 months
Location: Kolaka District Southeast Sulawesi
Engagement Type: External Collaborator / Consultant
Reporting to: Program Manager

Background

The TERANG Phase 1 Project (Transforming Education to Build the Resilience of Future Generations) is a collaboration between Save the Children Indonesia and PT KNI focusing on ensuring sustained access to quality education for children in Kolaka particularly those affected by parental migration in mining areas. The project targets three pilot schools in Sopura Oko-oko and Hakatutobu/Lamedai with the aim of strengthening the titip belajar (learning by proxy) system improving parental engagement and piloting a model learning center.

Given the geographical socio-economic and stakeholder complexity a dedicated District Coordinator is required to oversee local implementation ensure coordination with government and community stakeholders and support monitoring and reporting processes.

Objectives of the Assignment

The District Coordinator will:

  • Lead local-level coordination with government agencies schools and community stakeholders.
  • Oversee the day-to-day implementation of project activities in the three pilot schools.
  • Ensure timely delivery of project outputs as per the implementation plan.
  • Facilitate monitoring evaluation accountability and learning (MEAL) processes in Kolaka.
  • Support the development and documentation of lessons learned for potential scale-up.

Scope of Work & Key Responsibilities

A. Coordination & Stakeholder Engagement

  • Serve as the primary point of contact for district-level stakeholders (Education Office DP3A Bappeda Village Governments School Principals Teachers Parents Committees).
  • Facilitate coordination meetings and ensure alignment of activities with government policies and school calendars.
  • Maintain relationships with community leaders CSOs and relevant private sector actors.

B. Project Implementation

  • Support the rapid assessment on learning loss and educational gaps in target schools.
  • Coordinate and oversee the titip belajar mechanism implementation and catch-up classes.
  • Organize and facilitate parental engagement sessions including IEC distribution.
  • Support the establishment of SDN Sopura as a model learning center laboratory.
  • Monitor school-level interventions including early detection of learning readiness and provision of psychosocial support.
  • Facilitate training sessions for teachers based on assessed needs.

C. Monitoring Evaluation and Reporting

  • Track progress against work plans and indicators ensuring timely completion of activities.
  • Document implementation processes challenges and solutions.
  • Submit bi-weekly progress updates and a monthly narrative report to the Project Manager.
  • Collect and validate data for MEAL purposes in collaboration with the central MEAL team.

D. Administration & Logistics

  • Coordinate local procurement and logistics for meetings training and school activities in line with project guidelines.
  • Manage local-level budget lines related to activity implementation (transport materials refreshments).

Deliverables

  • Monthly Progress Reports detailing activities conducted stakeholder engagement challenges and recommendations.
  • Documentation Package including meeting minutes photos attendance lists and activity reports.
  • Updated Stakeholder Engagement Log tracking meetings and follow-up actions.
  • End-of-Assignment Report summarizing achievements lessons learned and recommendations for Phase 2.

Duration & Level of Effort

  • Contract period: 3 months
  • Level of Effort: Full-time based in Kolaka District with field travel to Sopura Oko-oko Hakatutobu and Lamedai.

Required Qualifications

  • Minimum Bachelors degree in Education Social Sciences Community Development or related field.
  • At least 3 years experience in project coordination preferably in education or child rights programs.
  • Proven experience in stakeholder engagement with government and communities.
  • Strong facilitation communication and reporting skills.
  • Ability to work independently in remote settings.
  • Familiarity with Kolaka or Southeast Sulawesi context is an advantage.
  • Must own a personal laptop and a motorcycle (two-wheeled vehicle) to support field mobility.

Reporting & Supervision

  • Direct supervision by the Program Manager
  • Technical guidance from the Education Specialist and MEAL Officer.
  • Close coordination with PT KNI CSR team for local engagement.
