Position Overview

The Division of Behavioral Health and Recovery is seeking to hire an Information Systems Analyst I for the Alton Mental Health Center located in Alton Illinois. Under general direction of the Information Systems Manager is responsible for the operation of clinical and management information systems for the Alton Mental Health Civil and Forensic buildings; maximizes the utilization of network and department databases confirms the accurate and timely display of computer-generated management information; manages facility computer resources (10% civil 90% forensic) and maintaining all software applications. Directs the development of process and outcome evaluation projects throughout the facility. Compiles analyzes and displays data which reflects the operational needs of the Network. Ninety percent of computers printers and servers are housed in the forensic building in areas inhabited by forensic patients.

Essential Functions

  • Responsible for the operation of clinical and management information systems for the Alton Mental Health Civil and Forensic buildings.
  • Verifies data integrity by identifying various levels of security for users; installs security systems to prevent unauthorized review and/or changing of patient records; backs-up all computer records on scheduled basis and stores in the hospital safe.
  • Trains all staff using the computer on systems operations simple program development report creation etc.
  • Performs routine maintenance on all network computers servers printers etc.; contacts vendors for advice in identifying and resolving more difficult or unique systems failures; authorizes maintenance calls from vendors.
  • Determines computer needs throughout the network initiates and reviews computer equipment requests in the interest of maximizing computer resources.
  • Reviews and processes all requests submitted for data analysis report generation application development etc.
  • Secures work site for patient safety.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires one (1) year of professional experience in a related Information Technology field.

Preferred Qualifications

  • Two (2) years of professional experience planning organizing implementing and maintaining Personal Computers applications for a private or public organization.
  • Two (2) years of professional experience designing and modifying multiple database systems to monitor compliance with regulations.
  • Two (2) years of professional experience determining computer needs for a public or private organization.
  • Two (2) years of professional experience providing problem diagnosis and format design in assisting management in developing and completing summary reports for a private of public organization.
  • Two (2) years of professional experience maintaining computer hardware in operating condition and making minor adjustments and repairs.
  • Two (2) years of professional experience operating an electronic medical record system and providing technical support to staff.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
