JOB PURPOSE
To strengthen disaster management capacity across the region with particular emphasis on disaster risk reduction climate change adaptation and mitigation disaster preparedness and response capability for natural man-made and complex humanitarian emergencies.
KEY RESPONSIBILITIES

Contribute to development review and implementation of the regional DM strategy and business plan in alignment with Our Promise The Regional Strategy Humanitarian Standards DRR and CCA trends.
Review NOs HEA strategy and annual business plans to ensure the inclusion of Humanitarian Standards DRR and CCA in accordance with their disaster management capacity assessment result and included in NO strategy.
Include Child Well Being Outcome GESI PSEA and Safeguarding in HEA strategy and business plan across the region.
Collaborate with within various stakeholders within WVs partnership to improve the regional disaster management competency and achieve the objectives of HEA business plan.
Participate in the regional network and engagement with the UN and other international organizations government agencies donor agencies faith-based organisations private sectors media partners and communities to align WV DM Strategy with global humanitarian and disaster management trend and vice versa.

Analyse NO regular disaster management capacity assessment to identify their disaster management maturity.
Facilitate regional disaster preparedness plan for multi-country priority hazards.
Support NO to develop review and improve their disaster preparedness plan anticipatory action protocol and early warning system monitoring mechanism
Develop maintain and improve the regional Disaster Preparedness Tracking System including Anticipatory Action Protocol List and Activation for all FO in the region to support analysis of DM maturity issues core competency and selling points.
Participate in the regional network to share knowledge innovation and lessons learned with other actors as well as to advocate for disaster preparedness issues and initiatives in collaboration with Advocacy Team.

Provide technical guidance to NO to meet WV Disaster Management Standard WV Emergency Management System Guideline and global humanitarian standards in their responses in collaboration with other stakeholders within WV Partnership.
Provide on-the-ground or remote assistance to NOs who needs support in their responses.
Support the preparation of RDMT or staff deployment globally and regionally to the responses in collaboration with P&C and Global Centre Disaster Management (GCDM)
Develop maintain and improve the regional Disaster Response Tracking System for all responses across the region to support analysis of DM maturity issues core competency and selling points in collaboration with Communication Team.
Participate in the regional humanitarian and disaster response coordination to share best practices innovations lessons learned reduce overlapping and increase collaboration in response and advocacy for the refugees and affected people.

Provide technical guidance to NO on DRR and CCA standards quality new trends and initiatives globally and regionally.
Develop maintain and improve the regional DRR and CCA Tracking System for programmes and projects across the region to analyse the regional DRR issues core competency and selling points.
Participate in the regional network to share knowledge innovation and lessons learned with other actors as well as to advocate for DRR and CCA issues and initiatives in collaboration with Advocacy Team.
Develop and monitor regional HEA carbon footprint in collaboration with the Senior Advisor HEA and the Regional Climate Change Advisor.

Organize Regional Disaster Management Team (RDMT) capacity building event and deployment roster in collaboration with global and other regions.
Provide support to the capacity building of National Disaster Management Team (NDMT) members as necessary.
Provide coaching and mentoring to NO HEA personnel as needed
Organize regional capacity building event in collaboration with internal and external stakeholders to ensure that HEA in the region has up-to-date information about the regional trends and analysis in disaster management DRR and CCA including sharing of lessons learned better practices research and other relevant information.

In cooperation with GAM and SOs identify resource acquisition opportunities for DM DRR and CCA at the regional and NOs levels.
Provide support to develop quality proposal for DM DRR and CCA in line with HEA strategy.
Develop maintain and improve relationship with regional humanitarian donors.
QUALIFICATIONS FOR THE ROLE
At least 5 years working experience in Disaster Management including Disaster Risk Reduction Climate Change Adaptation Disaster Preparedness Anticipatory Action Relief and Humanitarian works.
Practical understanding of minimum standards in SPHERE Red Cross Code of Conduct People in Aid Child Rights
Strong analytical organizational collaborative and facilitation skills
Proven track records in securing funding preferably on humanitarian and disaster risk management.
Self-managed creative and takes initiatives
Masters degree qualifications and/or professional qualification in Humanitarian Disaster Management Climate and Environment or relevant field
Field-level experience in disaster responses and disaster preparedness programmes in Asia Pacific context
Good computer literacy in analytical application and information management.
Travel Requirement: 30% international travel
