WHY JOIN WFP

RESPONSIBILITIES:
1. Lead and supervise RB Monitoring CFM and COMET team.
2. Lead development of contents coordination and facilitation of the Regional M&E COs annual workshops and regional learning initiatives.
3. Coordinate RB 2024 end-year review as well as 2025 Annual Performance Planning exercise.
4. Oversee and support COs uptake of the new Minimum Monitoring Requirements.
5. Advise and support evidence-based decision-making on programme design and implementation notably through making monitoring review and evaluations findings accessible developing innovative user-friendly and informative products.
6. Support RBJ DRD Operations in oversight of the implementation of Global Assurance Project (GAP) and related Action Plans across four high-risk operations. Starting from 2025 ensure smooth hand-over to identified GAP focal point/Unit in support of all other RBJ Country Offices with the uptake and reporting on the Global Assurance standards.
7. Conduct oversight missions to ensure that COs monitoring systems and tools are in place and compliant with corporate standards including the new minimum monitoring requirements (MMR) community feedback mechanisms assurance standards and corporate requirements under the updated corporate result framework (CRF).
8. Build RB and CO M&E/CFM capacity through design and delivery of training and information sharing. Manage junior staff members and guide as required to enable high performance.
9. Manage the regional Monitoring/COMET/CFM review COs 2024 Annual Country Reports.
10. As applicable represent WFP at national/inter-agency meetings to contribute to technical discussions exchange of best practices identify opportunities for strengthening national monitoring and evaluation capacity and develop strategic partnerships.
11. Take responsibility for integrating gender and protection perspectives in all areas of work.
12. Act as Evidence Generation Block Unit O.i.C as necessary.
13. Any other duty assigned that are within the scope of monitoring and CFM.


DELIVERABLES AT THE END OF THE CONTRACT:
- Full knowledge of monitoring standards methods and processes demonstrated. Sound technical advice training and guidance provided to WFP and partner staff on Monitoring and CFM. Effective coordination with CO/RB and other units at Headquarters which leads to adequate delivery of required resources. Work is organized in an effective manner to conform to relevant monitoring policies and established procedures and standards to ensure effective implementation. Sound and practical advice to the Head of RB Programme Unit and Head of RAM in the formation of the monitoring action plans and strategies of the RB Monitoring Unit and CO contreparts; strong partnerships established and maintained internally and externally; periodic high-level regional overviews of COs achievements and challenges prepared for the RB Snr Management.
- Demonstrated effectiveness in developing country and regional Monitoring strategies bringing the WFP corporate strategies into the regional/country context; ability to provide technical advice or mobilise technical expertise on monitoring activities to managers and staff in the region; strong facilitation skills and ability to integrate concepts with practice; strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through demonstrated technical leadership; initiative tact and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience: Minimum of eight years of relevant professional work experience in international development or humanitarian work.
Minimum of four years of experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives.
Experience in managing diverse teams of M&E staff.
Knowledge Proven experience in supervision and coordination of broad portfolios of country- level monitoring activities in humanitarian or development contexts across multiple field locations.
Operational experience in programme design implementation monitoring and r eporting including development of M&E Strategies.
