The Department of Economic Security Division of Business Services (DBS) is seeking an experienced and highly motivated individual to join our team as a Business Analysis Manager (BSA Liaison). The Business Analysis Manager (BSA Liaison) will act as the unit manager overseeing the planning development testing and implementation of business system initiatives for BSA-administered applications at DES while also interfacing with state and federal agencies. This position will manage projects through the System Development Life Cycle (SDLC) gather requirements using Joint Application Development (JAD) and report on project status milestones and dependencies according to the DES Software Development Methodology (SOM). Additionally supervise the creation of design documents and review internal designs from the Division of Technology Services Systems and Programming (DTS S&P). Responsibilities also include overseeing acceptance testing developing training materials and designing database architecture for the DBF Data Warehouse used for financial and operational data. Lastly evaluate vendor software to ensure it meets user needs.

This position may be available for remote work within Arizona (one to two days a week in the office/hoteling or based on business needs).

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Manage and direct staff in the design development implementation maintenance and support of IT systems administered by BSA assign projects for their completion monitor their work progress toward meeting established project time frames provide directions and support as needed and complete evaluations of their work performance as required.
  • Facilitate meetings of business and program staff to identify and resolve problems involving payments to contracted service providers procurement coding payroll coding rejected claims reporting formats and prioritize conflicting priorities.
  • Conduct and attend meetings with agency personnel including Assistant Directors Program Administrators and their representatives to discuss potential new automation projects or modifications to existing systems that may resolve difficult procedural and policy issues facing the department.
  • Monitor complex and detailed work plans and corrective action plans. Monitor system modifications production schedules and enhancements. Presentation attend meetings with executive management on system issues.
  • Analyze and evaluate automated accounting system control in relation to generally accepted accounting principles auditing and IT standards.
  • Analyze the impact of proposed federal and state regulations on the systems administered by BSA.
  • Monitor automation contracts entered by BSA. Write issue/decision papers and reports or review issue/decision papers and reports written by system analysts related to a variety of business issues that may impact existing IT system analysts related to a variety of business issues that may impact existing IT systems or support the need for new system development.
Knowledge Skills & Abilities (KSAs):

Knowledge in:

  • Principles of management and project control.
  • Broad knowledge of the areas managed within the State of Arizona the DES system including: budgeting procurement contracting property management accounting finance audit and personnel management.
  • Personnel policies group facilities procedures DES policies and procedures state and federal regulations.
  • Accepted accounting principles generally accepted auditing standards IT audit procedures and internal controls.

Skilled in:

  • A high degree of intellectual skill is needed to conceptualize and make modifications to the State of Arizona DES system.
  • Problem identification skills analysis and development of alternatives; oral communication skills to professionally convey information and /or instructions and translate technical system functions into commonly used terminology for a variety of audiences.
  • Automated information systems analysis planning design modification and implementation; mainframe and PC-based software packages.

Ability to:

  • Managing complex departmental systems; time management skills that enable performance in a highly dynamic environment where priorities and deadlines may shift frequently.
  • Manage a multidisciplinary project team resolving conflicts negotiating for staff and resources and forming effective cooperative relationships with agency personnel.
  • Communicate effectively in writing to prepare testing and reference documentations course books reports and memoranda. Strong planning skills to methodically arrange project phases and establish realistic timelines.
  • Analytical skills for evaluating technical documentation and determining appropriate courses of action as well as for identifying and resolving system problems.
Selective Preference(s):

The ideal candidate for this position will have:

  • Three years of supervisory experience. Completion of a Bachelors or Masters degree which included at least one year of English composition will substitute for 1 - 2 years of the experience.
  • Additional courses in professional/technical writing time management and interpersonal skills can be obtained at the community college level private companies or through agency-supported programs.
Pre-Employment Requirements:
  • Employee shall obtain and maintain a valid Level One Fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statutes 41-1969.
  • Bachelors Degree or five (5) or more years of related experience in a related discipline (or equivalent experience)
  • This position requires driving or the use of a vehicle as an essential function of the job to conduct State business; then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
