The Opportunity:

This is an internal recruitment open to all current regular trial service and limited duration employees of Multnomah County who are in paid status on approved leave or on an active recall list.

Temporary and on-call employees in Local 88 may apply for an internal recruitment if they were hired through a competitive civil service process.

Temporary and on-call employees who are not in Local 88 may apply for an internal recruitment if all of the following conditions are met:

  • The employee was hired into the current temporary or on-call position via a competitive recruitment and selection process consistent with the countys Personnel Rules;

  • The employee has worked in an on-call and/or temporary capacity at least five hundred (500) hours within twelve (12) months preceding the date of application;

  • The recruitment is for a position in their current department; and

  • The recruitment will not result in a promotion to a job class with a higher maximum salary rate.

Overview

Are you an aspiring Procurement Analyst who is able to establish and maintain strong working relationships with all levels of County Management employees partners and the public Are you detail oriented and want to use your professional and technical skills to serve the greater good If so and you happen to be looking for a new opportunity we should talk.

Multnomah Department of County Management Central Purchasing is seeking a Procurement Analyst to fulfill the following:

  • Provide customer support direction solicitation review and interpretation of County administrative rules policies for departments conducting intermediate procurements (generally $250000 and under) and assists with formal County procurements (generally over $250000) working in close partnership with senior purchasing staff departmental purchasing and program staff.

  • Analyzes information and problems performs research evaluates alternatives and develops sound conclusions recommendations and best business practices.

  • Assists both County and non-County requests for information on procurement and contract related topics.

  • Conducts compliance reviews and audits of County procurements in Multnomah County ERP System.

  • Reviews and approves departmental sourcing requests and cooperative contracts.

  • Knowledgeable in the use of purchasing and contract software and ERP systems able to create procurement documents manage e-filing systems generate reports collect data and provide analysis of spend workflow and other purchasing related data.

  • Assist with providing purchasing related training to County staff the public and other government agencies.

  • Review update and implement new or established processes instructions and forms. Exercise sound independent judgment and professionalism in all procurement transactions and customer interactions.

To Qualify

We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills*:

  • A Bachelors Degree - in lieu of a degree will we consider equivalent years of related experience

  • One (1) year experience in purchasing or contract administration; or one (1) year compliance work including reviewing applying interpreting and communicating public rules and policies

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • CPPB or CPPO Certification from Universal Public Procurement Certification Council.

  • More than 3 years experience in purchasing or contract administration

Additional Details

This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.

Type of Position: This hourly union-represented position is eligible for overtime.

Schedule: Monday - Friday; There may be some flexibility with scheduling and daily start and end times. After initial training is completed along with the possibility of alternative schedules (9/80s or 4/10s) may also be available after completion of the new hire probationary period.


Routine Telework: This position is designated as routine telework meaning you may work remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
