Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. The role is responsible to ensure the requisite engineering and other technical requirements are defined and implemented for the assigned area of the asset class discipline. It also supports State Of Good Repair programs throughout the asset life cycle and compliance review of asset management and maintenance planning of outsourced contracts for the assigned asset base and supports asset lifecycle management and operational and maintenance risk matters for high capital value assets.
The role coordinates and oversees risk-based assurance and audit programs for the assigned asset class discipline asset base and is responsible for the development of and compliance with technical and asset management standards specifications and other requirements for the asset class discipline within its assigned area of responsibility.
What will I be doing
- Supports the planning delivery acceptance and handover of the assigned asset class base from capital delivery to operations.
- Provides oversight to staff and assigned functional project teams including defining team member roles responsibilities and expectations.
- Coordinates oversees and controls the development of technical standards Reliability Availability Maintainability and Safety (RAMS) requirements and acceptance criteria for the asset class within the area of assigned asset class responsibility.
- Supports and assists in processes to identify and rectify points of failure and improvement initiatives necessary to enhance safety reliability and operability of the asset base and systems improvements utilizing analysis and outputs from Failure Mode Effects and Criticality Analysis (FMECA) and Root Cause Failure Analysis (RCFA) processes and support the development of recommendations for corrective actions.
- Audits fault diagnosis and repairs made on assets and provides technical support and/or recommends improvements as required
- Manages and controls the review of deviations to standards and technical requirements and ensures compliance with agency processes for deviations to the requisite standards safety case development and risk management controls. Manages and controls technical reviews of design submittals including for outsourced contracts for compliance with standards technical requirements and codes utilizing Safety in Design (SiD) Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles.
- Coordinates and manages the compliance assurance and auditing of agency retained and outsourced contracts throughout the asset lifecycle and under various contractual arrangements for all areas of the assigned asset base operations and maintenance activities.
- Supports the review approval and or rejection of deviations to standards and asset lifecycle management requirements and the assurance and verification of compliance with agency processes for deviations to the requisite standards and risk management controls.
- Coordinates and undertakes strategic risk-based compliance assurance performs compliance audits and supports the development of corrective actions necessary to direct support and inform compliance verification efforts controlled and managed by Capital Projects and/or State-of-Good Repair and/or Maintenance Delivery Groups during design construction handover and operations.
- Coordinates and undertakes reviews of contract submittals including for outsourced contracts for compliance with asset management standards and requirements.
- Supports the analysis of operating and maintenance-based data to optimize and support data driven asset performance and meeting reliability requirements forecasting and defining predictive and prescriptive maintenance strategies acquisition strategies and corrective actions necessary to meet the organizational strategic plan customer levels of service and business objectives.
- Responsible for budgets ensures contract conditions for invoice payments and ensures agency accounting and reporting practices are upheld and complied with.
What Skills and Qualifications Do I Need
- Degree in Engineering Engineering Management or a combination of education training and experience deemed equivalent.
- Demonstrated experience in asset management or related fields or a combination of planning design build operations and maintenance of comparable transit systems in a comparable role.
- Asset Management . designation or C.E.T. certification will be an asset.
- Knowledgeable of engineering and technical development practice for the design of rail and bus transit assets
- Knowledgeable in and able to deploy project management principles and practices including budget and schedule controls and monitoring review and reporting on overall progress and performance.
- Knowledgeable in vendor management to be able to manage development and delivery of externally provided products and services (e.g. negotiate contracts interpret compile and administer contracts and memoranda of understanding (MOUs)
- Proficient in change and risk management and assessment initiatives to be able to support the team and make timely decisions to manage cost schedule and reputational risk and address issues.
- Proficient in the development selection and communication of metrics and performance results through the regular reporting of information reports and key performance indicators (KPIs) required to make well-informed business decisions in all aspects of the asset class (or) systemwide functions performance
