Job Title: Project Controls Subject Matter Expert (PC SME 03)
Responsibilities:
Provide guidance to management on classification requirements and compliance and on the CD process and deliverable format
Review and provide input to specifications for engineered equipment and/or subcontracts Review and provide input to estimators on resources (labor and other-than-labor) needed to perform the scope of work
Provide input to schedulers on sequence durations and logic of activities
Provide input to management regarding risk-informed schedules to serve as the basis for establishing milestones and PBIs
Provide input to engineers estimators and schedulers on constructability maintain-ability operability and commissioning
Provide input to technical writers for BOEs BOS and WBS data dictionary
The Estimator Subject Matter Expert (SME) provides expert-level cost estimating and analysis for a major nuclear weapons construction project within the NNSA complex.
As a senior staff augmentation member the SME will provide strategic guidance and hands-on support to the project team ensuring robust defensible and accurate cost estimates for all project phases. This role requires an in-depth understanding of complex construction Department of Energy (DOE) regulations and the unique estimating challenges of the nuclear security enterprise
Basic Job Requirements
- Must be a U.S. Citizen.
- Must have a working knowledge of Federal (including Department of Energy Orders) State and Local codes and standards applicable to project controls
A minimum of 20 years of progressively responsible experience in cost estimating and/or project controls for large complex industrial or heavy construction projects with significant experience in the nuclear or defense sector
A Bachelors Degree: IN Construction Management Engineering or a related field. Relevant and extensive experience may be considered in lieu of a degree.
Expert-level knowledge of nuclear construction regulations safety standards and project controls practices as they apply to NNSA/DOE projects.
Advanced proficiency with estimating software scheduling tools and Microsoft Excel.
