POSITION SUMMARY

Under the direction and guidance of the Director of Policy and Legal Affairs the Policy Analyst will play a pivotal role in overseeing policy development and research. They will plan and implement policies and programs provide strategic advice manage projects and initiatives. The incumbent will focus on facilitating communicating and coordinating the existing network of services and strategies.



KEY ACTIVITIES



Policy Development and Research:

  • Develop policy options and alternatives aligned with the Assembly of Manitoba Chiefs (AMC) goals and policy areas.
  • Lead and coordinate project and policy development related to First Nations jurisdiction over First Nations children youth and families specifically focusing on Jordans Principle provincially and federally.
  • Support and contribute to research projects with partner organizations.
  • Monitor and analyze the current provincial and federal landscape and its impact on First Nations children youth families and Nations.
  • Provide expert advice on provincial and federal government legislation and bills affecting First Nations conducting in-depth analyses of their implications.
  • Network and build relationships with external and internal organizations to gather relevant information and perspectives.
  • Identify policy issues research and prepare recommendations for government legislation and AMC member First Nations.
  • Collaborate with internal staff to translate complex issues into accessible language.
  • Manage and implement various projects and initiatives leading proposal development implementation and evaluations.
  • Provide technical support to the AMC Secretariat First Nations Leadership and AMC as directed.
  • Train new policy and research staff on AMC procedures policies and AMC writing style.
  • Review research recommendations and draft documents.
  • Review and approve internal and external correspondence.
  • Develop high-quality documentation such as reports briefing notes and presentations.
  • Draft proposals budgets and work plans.
  • Establish a trusting relationship with AMC Secretariat and the staff through clear communication and teamwork.
  • Attend meetings conferences and events on behalf of the AMC as directed.
  • Participate in special projects and committees as directed.
  • Prepare meeting documentation and identify action items aligned with AMC organizational goals and objectives.
  • Be available after hours on-call to respond to urgent matters and for travel.

Other Duties:

  • Perform additional duties as assigned by the Director of Legal Affairs and Policy.



QUALIFICATIONS

Education and Experience:

  • Bachelor of Arts or Masters degree or a related discipline or equivalent.
  • Strong background in Political Science Legal (Native Studies)
  • 5 years experience as a Policy Analyst
  • Experience managing complex projects and assignments.
  • Experience working in different levels of government.
  • Demonstrated ability to work in a rapidly evolving environment.
  • Demonstrated ability to meet tight deadlines with high-quality work.
  • Advanced research writing and editing skills.
  • Knowledge of statistical methods techniques and information for analytical frameworks.
  • Knowledge of First Nations research methods and procedures.
  • Knowledge of First Nations culture history treaty and inherent rights.
  • Experience working with First Nations and First Nations organizations or entities.
  • Excellent verbal written interpersonal communication and presentation skills.
  • Proficient use of Microsoft Office software (Word Excel Outlook).
  • Familiarity with office and human resources practices procedures and confidentiality.
  • Criminal record and child abuse registry checks are required.
  • Ability to work flexible hours and travel as needed.
  • Possession of a valid drivers license and reliable vehicle.
