HR-Payroll Manager

JOB LOCATION:

Fully Remote

Hybrid (Some remote work some on campus work)

JOB SUMMARY

The HR-Payroll Manager will maintain the integrity and reliability of the Universitys Human Resources Information System (HRIS) ensuring applications meet the needs requirements and objectives of the University. Additionally this role will be responsible for all aspects of the payroll process for the University including but not limited to the accurate and timely processing of payroll maintaining accurate payroll databases supporting Graduate Assistantships and Graduate Tuition Remission reporting and assuring that proper policies and controls are followed.

A comprehensive benefits package which includes medical coverage 403b generous paid vacation and sick leave and 19 Holidays. After one year of employment employees receive 100% tuition remission for Undergraduate and Graduate programs and spouses/dependents are eligible to receive tuition discounts for Undergraduate programs.

Qualifications

HR System Analytics and Data Management (40%)

DUTIES AND RESPONSIBILITIES

  • Collaborate with HR Finance and organizational leadership to determine the short- and long-term information department and system objectives; develops a plan to modify or replace HRIS applications modules and systems to meet those objectives.
  • Assess current system and utilization; identifies and recommends improvements such as training customization and enhancements to maximize value and efficiency of the HRIS.
  • Prepare reports and presents findings and recommendations to the HR Director CFO and other University leaders.
  • Oversee processing and auditing of routine HR transactions.
  • Maintain relationships with 403B/457B plan administrators work with employees on plan distributions and assist with annual 5500 filings.
  • Identify recommend and program custom functions and documentation such as automated queries filters macros and reports.
  • Collaborate with other University departments to plan modify customize the HRIS and test new applications or features.
  • Prepares training materials guides and documentation.
  • Provides user training and hands-on support.
  • Coordinates with the IT Department to ensure system compliance with data security and privacy requirements.
  • Maintains knowledge of trends and developments in HRIS providers vendors and technology.
  • Performs other duties as assigned.

Payroll Processing (60%)

DUTIES AND RESPONSIBILITIES

  • Process payroll additions/changes within the HRIS.
  • Review and audit payroll reports.
  • Reconcile benefit accounts monthly; insurances retirement prepaid legal etc. and process monthly payments to vendors.
  • Compute income tax amounts for Graduate Assistantships and Tuition Remission credits (graduate level) and coordinate tax debits to the student accounts.
  • Maintain payroll related general ledger accounts on a monthly basis i.e. COBRA schedule payroll deductions for contribution to Spalding Fund and Metro United Way etc.
  • Coordinate all year-end calendar functions i.e. W2s.
  • Preparation of schedule of taxable fringe benefits to be added to the W2s i.e. University-paid life insurance premiums that exceed coverage limits set by the IRS.
  • Maintain organized files of all payroll documents by quarter and calendar year.
  • Maintain knowledge of current payroll tax laws to be able to answer employee inquiries.
  • Reconciles General Ledger payroll transactions.
  • Point of contact for any and all payroll matters.

SKILLS AND EDUCATIONAL REQUIREMENTS

Required Skills/Abilities:

  • Excellent interpersonal and technical support skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Experience working with HRIS and payroll systems with companies of over 300 employees.
  • Previous experience in all aspects of payroll including 403b/401k plans and census reports.
  • Familiarity with human resources policies and procedures to ensure the HRIS meets organizational needs and goals.
  • Ability to keep information confidential.
  • Proficient with Microsoft Office Suite or related software.
  • Thorough understanding of functional analysis and system design.
  • Thorough understanding of all areas of information systems with a highly technical understanding of at least one commercial HRIS product. Paycom experience a plus.

Education and Experience:

  • Bachelors degree
  • At least three years of experience with HR and Payroll business systems highly preferred.

Physical Requirements:

  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 10 pounds at times.
