- Act as program consultant on a statewide basis for reviewing & determining applicants eligibility for initial & renewal registration/certification as providers of Medicaid & non-Medicaid services: Ensures applicants meet initial standards for provider registration/certification (i.e. home & community-based services (HCBS) waivers Superintendent investigative agent early intervention & state-funded supported living); evaluates processes & monitors applications & status of certification & registration for program areas.
- Implements policies & procedures in accordance with Ohio statutes administrative rules regulations mandated by Centers for Medicare & Medicaid Services (CMS) & the Medicaid State Plan. Implements program rules & procedures (e.g. ensures application process & required documentation are complete & properly submitted to meet registration & certification requirements reviews & interprets criminal records checks from the Bureau of Criminal Identification & Investigation (BCII) to determine whether applicant meets the required standard specification as identified in departmental rules).
- Provides coordination of service delivery (e.g. notifies applicant of approval or denial of application requests additional &/or required data/information for application processing in accordance with established rules; utilizes various searches to conduct registry checks required through Ohio Administrative Code; reviews applications through the Provider Services Management (PSM) the Universal Document System (UDS) SharePoint & other workflow software as needed for completeness & accuracy; coordinates with agencies & applicants to obtain additional information makes limited specific changes on applications as appropriate & properly documented independently answers complex correspondence evaluates applicants credentials for certifications & registrations distributes completed applications & credentials & coordinates with Division of Information Technology Services (ITS) to ensure employee certification system databases are properly functioning provides technical assistance on needed requirements/documentation; works with the Ohio Department of Medicaid (ODM) on obtaining Medicaid provider numbers for final enrollment as Medicaid provider; utilizes databases to add & delete records monitor status of applications & generate reports.
- Responds to inquiries from internal & external entities regarding verification/modification to registration & certification; develops procedures for follow-up activities to ensure completion of cases/outstanding applications. Represents the department in 119 appeal hearing for proposed denial suspension or revocation of registration or certification.
Provides technical assistance monitors & evaluates through standards & compliance with Medicaid State Plan & assists in assessing & planning coordination of service delivery. Implements certification & registration program policies; researches & coordinates with other offices & agencies to gather data (e.g. number of applications processed fees collected); creates feedback criteria & forms & disseminates same to County Boards of Developmental Disabilities (DD) receives completed forms incorporates data in report form & uses data to refine certification & registration processing policy.
Provides technical assistance & training to service providers (e.g. instructs individuals & groups on policies procedures & certification & registration processes). Conducts in-service training seminars.
Maintains & updates files of approved courses & seminars from colleges universities & other providers as they relate to certification & registration; corresponds with same for information pertinent to registration & certification criteria; approves continuing professional development required for renewal of registration & certification.
Performs clerical functions of position (e.g. files documents stuffs envelopes & mass mails correspondence). Performs other duties as assigned within the scope of classification.

Completion of undergraduate core program in social or behavioral science health or pre-medicine or comparable field AND 18 mos. delivery of human services health care services or medical assistance in governmental community or private human support services agency or medical provider.
-OR completion of graduate core program in social or behavioral science or medicine-related or comparable field AND 6 mos. delivery of human services health care services or medical assistance in governmental community or private human support services agency or medical provider.
-OR equivalent of Minimum Class Qualifications for Employment noted above.
