Job Summary

The Lynchburg Redevelopment and Housing Authority (LRHA) is seeking a mission-driven and detail-oriented HCV Specialist to join our team! The Role:

The primary purpose of this position is to manage a caseload of approximately 225 clients while supporting their ability to maintain permanent housing through regular contact case management and direct support. Youll work closely with Housing Choice Voucher (HCV) and special program participants private landlords and partner agencies to ensure compliance with HUD regulations and LRHA policies.

This is a dynamic client-facing role that combines case management regulatory compliance housing support and landlord relations. Youll be a key player in maintaining the effectiveness of our housing programs ensuring timely processing of documents accurate payment disbursements and responsive service to both clients and landlords.

What Youll Do:

  • Manage a full caseload of HCV and special program participants
  • Interview and counsel applicants and participants about program eligibility and obligations
  • Process applications re-certifications and determine ongoing eligibility
  • Calculate tenant rents Housing Assistance Payments (HAP) and utility reimbursements
  • Issue vouchers for moves portability and special-purpose housing needs
  • Conduct outreach and present at participant briefings and community events
  • Respond to inquiries from landlords and resolve contract-related issues
  • Monitor program compliance with HUD and LRHA standards
  • Perform housing inspections maintain records and ensure timely reporting to HUD
  • Draft and send correspondence regarding appointments rent changes or terminations
  • Collaborate with landlords community agencies and internal teams to support housing stability

What Were Looking For:

  • Education/Experience: Associate degree in Business or a related field and at least two (2) years of case management or related experience. Equivalent combinations of education and experience may be considered.
  • Skills and Knowledge:
    • Strong understanding of HUD regulations preferred
    • Exceptional problem-solving skills; demonstrating resourcefulness and a desire to understand the problem while being proactive and solution-driven
    • Strong customer services skills; excellent communication and organizational skills
    • Ability to manage deadlines multiple priorities and sensitive situations
    • Analytical and demonstrate critical thinking skills
    • Strong attention to detail
    • Strong data entry and record-keeping abilities
    • Knowledge of housing programs
  • Certifications: Must obtain HCV Specialist Certification within 12 months of hire; LRHA will cover the cost and training associated with this requirement
  • Other Requirements: Valid drivers license and insurability under LRHAs insurance plan.

Compensation and Benefits: Starting hourly wage is between $22.00 to $26.00 per hour commensurate with experience and qualifications.
