The Executive Management (EM) Division has the lead role in the overall management of the NATO HQ. The EM Division covers the following directorates: HQ Support and Transformation (HQST) Human Resources (HR) and Information Communications and Technology Management (ICTM).
Within the Executive Management Division (EM) NATOs International Staff (IS) Human Resources (HR) Directorate is comprised of five pillars: Talent Management and HR Integration (TMHRI); Staff Services (Pay and Allowances Pensions and Insurances); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); the Data Analytics section; and the Medical Service.
Within the Staff Services the Pensions Unit is a shared Service operating NATO-wide. The Unit manages two distinct pension schemes the Co-ordinated Pension Scheme and the NATO Defined Contribution Pension Scheme.
The incumbent will be required to provide input to policy development within the field of pensions on a NATO-wide and Coordinated Organisations basis and to assist in the implementation of change projects related to pension policies.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:
possess a university degree or equivalent level of qualification in economics human resources management business or public administration finance accounting actuarial studies or related field from an institute of a recognized standing;
have at least 2 years experience in pension administration personnel administration or financial accounting;
have strong analytical and numerical skills and the ability to interpret and apply complex pension regulations;
have excellent public relations communication and negotiation skills;
demonstrate strong customer focus;
demonstrate strong drive for teamwork customer service attitude and flexibility;
have good knowledge of the standard Microsoft Office software as well as information technologies and equipment for storing retrieving transmitting and handling data;
have experience in pension administration systems and the associated policy and processes;
have experience in implementing and/or handling digital transformation projects to contribute to organisational efficiencies and reporting;
possess the required levels of NATOs official languages (English/French): V (Advanced) in one III (Intermediate) in the other.
DESIRABLE
The following would be considered an advantage:
experience in the administration of a defined contribution (DC) pension scheme;
knowledge of or experience with investment markets;
professional experience in a national administration and/or international public sector organisation;
experience in ERP software systems.
Expertise Development
Assist in building up an internal centre of expertise on pension schemes for NATO as a whole. Contribute to the development of HR Management policy on a NATO-wide basis by providing subject-matter expertise on pensions. Search for advice and implement ways to modernise improve and make more efficient the work of the Pensions Service.
Information Management
Assist in the management of the flow of information required for the calculation of pension payments allowances tax adjustments and deductions from pension benefits. Ensure that the data received from NATO bodies is accurate timely complete and in conformity with the Pension Schemes rules.
Stakeholder Management
Respond to and engage with as appropriate NATO bodies investment managers scheme administrators staff members and pensioners on all questions related to pensions.
Knowledge Management
Contribute to the research and collection of data in the field of pensions especially related to international organisations. Gather relevant statistics for use by senior management. Assist with the implementation of knowledge management systems as well as tools to facilitate efficiencies and reporting including digitalisation of HR data.
Project Management
Support and contribute to projects in the field of pensions especially as related to international organisations. Contribute as a team member to different initiatives and modernisation projects of the Pensions Unit.
Perform any other related duty as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Head Pensions. The Officer will work in close collaboration with all members of the Unit. The incumbent will interact on a regular basis with internal and external stakeholders of the different pension schemes including serving staff future retirees pensioners scheme administrators NATO and external entities. The incumbent may be required to deputise for the Head Pensions in their absence.
