Assistant Manager, Fleet Services

The Assistant Manager of Fleet Services is a position where you can contribute to critical airport functions while working in a collaborative inclusive and service-driven environment. Under the general direction of a Field Maintenance Operations Manager this position oversees and directs the daily duties for the fleet department at the Minneapolis St. Paul International Airport. Assistant Managers direct and supervise skilled mechanical work on automotive equipment including but not limited to trucks snowplows sanders sweepers mowers police vehicles airport rescue and firefighting (ARFF) equipment and miscellaneous airport equipment. Assistant Managers supervise and direct the work of assigned staff assign duties and hours of work and delegate responsibilities to subordinates.

Assistant Managers are responsible for the safety of employees and equipment in the performance of all duties. Assistant Managers perform inspections and prepare required reports. Assistant Managers must be familiar with all phases of mechanical work performed on MAC vehicles. Assistant Managers supervise the maintenance and overhaul of diesel and gasoline engines chassis units electrical ignition fuel exhaust cooling lubricating and hydraulic systems.

Assistant Managers assist the Field Maintenance Operations Managers in the performance of all designated job functions and in the absence of the manager may assume full responsibility for completion of tasks. Assistant Managers collaborate closely with internal and external stakeholders to meet customer needs and uphold MACs Purpose and Values. Additional duties may be assigned as needed.

Work Schedule

Assistant Manager positions typically work in alignment with the day shift generally 6:00 am - 2:30 pm or with the night shift generally 10:00 pm - 6:30 am. Shifts are bid twice per year based on seniority. Assistant Managers are subject to call-in in the event of any emergency condition including snow and ice control operations.

RELATIONSHIPS

Supervisory Reports to the assigned Field Maintenance Operations Manager. Has direct supervisory responsibility for assigned mechanics equipment service workers parts room technicians machinist/welders and occasional field maintenance employees.
Organizational Works frequently with Field Maintenance and Fleet staff Integrated Operations Landside Operations Public Safety and otherMAC departments submitting automotive or maintenance equipment for servicing. On occasion work with MAC managers and supervisors on operational needs.
External Business Frequent contact with vendors of automotive and/or mechanical parts and service.

JOB DUTIES

People Leadership

Administrative Duties

• Assist department leadership in budget preparation for the purchase/lease of maintenance equipment and vehicles.
• Monitor warranty and recall documentation of equipment and vehicles.
• Assist with the acquisition and up-fitting process and facilitate delivery and in-service schedule for MAC departments including assembly pre-delivery inspections final delivery inspection and user/mechanic training.
• Research and evaluate new technology materials tools procedures/practices and equipment for fleet.
• Assist in maintaining department compliance with MAC policies & procedures.
• Coordinate repairs and upgrades for the 800 MHz and FAA radios.
• Coordinate annual inspection for Vehicle Movement Area Transponder (VMAT) GPS vehicles.
• Appraise accident damage of vehicles/equipment and schedule repairs with external body shops to get accident damage repaired.

• Examine and complete reports on vehicles/equipment repaired.

• Work with state insurance appraiser with related accident claims.
• Coordinate and provide assistance to mechanic staff at reliever airports.

Snow and Ice Removal

• Determine shop complement and initiate crew call-backs in coordination with department leadership.
• Assign employees to vehicle and equipment repairs in accordance with departmental guidelines.
• Monitor report and eliminate unsafe conditions in accordance with Snow Control Center guidance.
• During snow events assist with or assign employees to escort delivery duties.
• Monitor inventory for cutting edges and replacement broom brushes.
• Maintain the knowledge and ability to operate all vehicles in the Field Maintenance snow removal fleet.

• Coordinate all phases of MAC vehicle and equipment maintenance.
• Supervise the removal and replacement of engines on automotive equipment.
• Supervise the inspection adjustment repair and/or replacement of parts including valves pistons and main bearing assemblies.
• Supervise and assist with related machine work.
• Supervise acetylene and arc welding.
• Supervise removal and overhaul of chassis units including but not limited tobrake systems transmission differentials and front and rear axles.
• Supervise and inspect the adjustment and repair of systems such as lubricating systems cooling systems fuel systems exhaust systems and hydraulic systems.
• Supervise the repair and overhaul of mechanical attachments to automotive equipment such as snowplows sweeper attachments mowers sanding equipment firefighting and crash rescue equipment and police vehicles.
• Coordinate annual inspections of Fire Department ARFF crash vehicles engine pumper trucks and runway friction testers.
• Ensure all repair work performed in shop for completeness including physical inspections and possible road tests before vehicle is returned to user departments.

General Maintenance and Training

• Coordinate work orders with MAC Facilities related to Field Maintenance building issues.
• Coordinate with the MAC Safety and Environmental departments to ensure adherence to all legal requirements.
• Instruct and train employees in departmental standard operating procedures and programs.
• Instruct or coordinate training for department employees in the operation of all vehicles in the Field Maintenance fleet.
• Attend meetings and training as directed.
• Maintain communication channels upward and downward in the organization.
• Assist other areas as directed by department leadership.
• Monitor hazard waste usage in the shop for Environment Department.
• Approve the purchases of equipment parts and miscellaneous materials under the oversight of the Field Maintenance Operations Managers.
• Coordinate renewal and updated software subscriptions of shop laptops.
• Monitor and assign work orders for the Weld Shop.
• Serve the public maintain operational safety maintain airport aesthetics and appearance and operate in a cost-effective and fiscally responsible manner.

MINIMUM REQUIREMENTS

• High school diploma or equivalent.
• Two years of experience in airport field maintenance vehicle and equipment repair and maintenance procedures OR five years of experience in skilled mechanical repair and diagnostics including equipment described within the job description.
• Two years of supervisory experience where the primary duties included hiring delegating coaching rewarding and disciplining employees OR in lieu of supervisory experience MAC employees may attach a copy of their Supervisory Skills Development Program Certificate that was completed within the last 4 years to meet this requirement.
• Professional knowledge of the safe operation ofvehicles and thetools and equipment used in their repair and maintenance.
• Ability to read and interpret hydraulic pneumatic and electrical schematic drawings.
• Ability to establish and maintain effective working relationships.
• Ability to communicate effectively both orally and in writing.
• Basic skill level using Microsoft Word Excel and Outlook.
• Experience with documentation scheduling and correspondence.
• Ability to maintain strict confidentiality regarding employee information.
• Valid state-issued drivers license with a satisfactory driving record.
• Ability to respond to emergencies or snow events during off hours.
• Valid MSP AOA drivers license or able to obtain the license within 30 days of hire.

DESIRABLE REQUIREMENTS

• Bachelors degree in aviation management business or public administration fleet management transportation or a related field.
• Trade School Certification or equivalent education.
• Knowledge of airport maintenance operations i.e. snow removal concrete and bituminous repair operations and general field and/or fleet maintenance.
• Experience with programs relating to fleet maintenance or inventory control.
• Knowledge of operational procedures on an airfield.
• Experience managing the use and allocation of company assets and resources.
• Experience in a supervisory role in a public sector organization with union-represented employees.
• Possession of a Class A -OR- Class B Commercial Drivers license (CDL) with airbrake endorsement.
• Working knowledge of FAR Part 139 and 49 CFR 1540/1542.
• Training in National Incident Management Systems (NIMS).
