GENERAL STATEMENT:
The Community Service Officer (CSO) serves as a non-sworn uniformed member of the police department responsible for enhancing public safety supporting sworn officers and promoting positive community addition to general community service duties the CSO also performs Code Enforcement functions related to municipal ordinances and Animal Enforcement functions related to animal welfare safety and control. This position provides visible reassurance to the community while ensuring compliance with local laws and ordinances.
ESSENTIAL FUNCTIONS:

Community Service Duties
- Patrol neighborhoods schools and business districts by vehicle bicycle or foot to maintain visibility and build community trust.
- Respond to non-emergency calls for service including taking reports for minor crimes such as theft vandalism and traffic accidents without injuries.
- Provide traffic and crowd control at accident scenes community events and emergencies.
- Assist sworn officers at crime or accident scenes with perimeter security evidence protection and report writing.
- Engage with residents businesses and schools to address concerns provide education and support crime prevention initiatives.
Code Enforcement Duties- Inspect residential commercial and public properties for compliance with municipal codes and ordinances (e.g. property maintenance zoning signage noise litter and public nuisances).
- Issue warnings citations or notices of violation for ordinance infractions.
- Investigate complaints related to health safety and environmental concerns.
- Work with residents and property owners to achieve voluntary compliance through education and outreach.
- Maintain accurate records of inspections violations and enforcement actions.
Animal Enforcement Duties- Respond to animal-related service calls including stray injured or aggressive animals.
- Capture transport and care for animals in a safe and humane manner.
- Enforce animal-related laws and ordinances including licensing leash laws cruelty/neglect cases and dangerous/vicious animal regulations.
- Educate the public on responsible pet ownership rabies prevention and animal safety.
- Work with animal shelters veterinary services and rescue organizations to ensure proper handling of animals.
Other duties as assigned.
SUPERVISION: No supervisory responsibilities.

Minimum Qualifications
Education
- High School Diploma or General Education Diploma (GED) equivalent is required.
- Post-secondary education preferred but not required.
ExperienceAdditional Requirements/License/Certifications
- Certification as a Code Enforcement Officer (or ability to obtain within one year) preferred.
- Must have reliable transportation.
- Must possess a valid drivers license.
- Must successfully pass a driving record (MVR) drug screen physical capabilities examination references and criminal history background check prior to the start of employment.
- Must be able to provide documentation that proves eligibility to work in the United States without sponsorship.
Supplemental Information
HOURS
- Must be able available and willing to work 25 hours per week 5.5 hours per day on a regular basis.
- Work may involve evenings weekends and holidays
- .Subject to call-back work and incumbent must be able to respond to an emergency.
- Must reside within 30 minutes of facility to be included with on-call rotation.

- Frequent exposure to outside/adverse weather conditions working in all weather and on rough terrain conditions; may require setting up equipment in high-speed traffic.
