Position Description

Seattles Office of Housing works to build strong healthy communities and increase opportunities for people of all income levels to live in our city. Our initiatives help stimulate housing development allowing families to thrive and neighborhoods to provide a full range of housing choices and opportunities. A critical part of supporting this mission is to monitor the long-term sustainability and affordable housing compliance of the City of Seattles investment in multifamily rental projects that receive direct capital investment. The Office of Housing is currently seeking an Asset Manager for this body of work.

Job Responsibilities

Under the supervision of the Asset Management Division Manager this position will assist in overseeing the Citys direct investment in affordable multifamily housing rental projects.

Your responsibilities will include:

  • Physical Inspections:
    • Perform annual inspections of multifamily rental housing properties as assigned assessing current physical conditions and the long-term sustainability of the properties.
    • Summarize inspection results and transmit findings to the owner for follow-up and any resolution of open items.
  • Regulatory Compliance:
    • Evaluate city-funded affordable multifamily rental projects to evaluate compliance with City loan and regulatory requirements and any corresponding federal funding requirements.
    • Review all data submitted through the web-based reporting system (WBARs) and all supplemental information for accuracy and compliance.
    • Document findings and prepare follow-up correspondence and notices of corrective action as needed.
  • Transactional Review:
    • Develop an understanding of the Citys loan and regulatory agreements to inform and execute legal transactions including project refinances modifications to loan and regulatory terms transfer of ownership and Year-15 low income housing tax credit transactions.

You will be successful in this role if you possess a combination of the following:

  • Knowledge and Experience:
    • Affordable multifamily housing development and redevelopment activities including public financing utilization of low-income housing tax credit and bond financing.
    • Affordable housing management asset management subsidy programs quality control and compliance.
    • Computer literacy including Word Excel databases group email and scheduling programs.
    • Conducting building inspections including climbing stairs and ladders.
  • Skills:
    • Excellent organizational and communication skills including both verbal and written skills.
    • Strong analytical skills including problem-solving and conflict management.
    • Planning organizing directing and coordinating the work of assigned personnel.
    • Excellent interpersonal and negotiation skills.
  • The Ability to:
    • Demonstrate a passion for Office of Housing vision/mission and strong commitment to Seattle Race & Social Justice Initiative
    • Prepare clear and comprehensive written reports on technical and administrative matters.
    • Work effectively with team members coworkers industry colleagues building owners/managers and community contacts.
    • Assess financial and operational performance of rental properties.
    • Take initiative work well independently and use reliable judgment in dealing with difficult situations.
    • Interpret and apply applicable local and federal housing laws including Fair Housing and Landlord Tenant laws.

Qualifications

In addition to the qualities mentioned above you will need to possess the below required qualifications (or a combination of education and/or experience and/or training which provides an equivalent background required to perform the work of the class):

  • Two years of progressively responsible experience in planning real estate research architecture program management affordable housing community redevelopment or a related field
  • Bachelors Degree in business or public administration urban planning architecture or a related field


OR

  • Three years of progressively responsible experience in planning real estate research architecture program management affordable housing community redevelopment or a related field
  • Associate Degree in business or public administration urban planning architecture or a related field


OR

  • Four years of progressively responsible experience in planning real estate research architecture program management affordable housing community redevelopment or a related field

Additional Information

This civil service position is classified as a Community Development Specialist and is eligible for overtime.

Schedule: This position is a hybrid position with employees expected to work in person 3 days a week and 2 days a week remotely. The employee in this position will periodically be required to travel to meetings perform site visits and perform other responsibilities away from your primary work location.

Salary: The full salary range for this step-progression position is $45.74 - $53.27 per hour. New employees begin at Step 1 of the pay progression which is $45.74 hourly. Current City employees starting rate of pay will be based on the Personnel Rules regarding promotions.

Hiring Timeline:We anticipate conducting the first and second rounds of interviews during the second and third weeks of October 2025. Our goal is to have the selected new hire start in November 2025.
