Position Summary

Responsible for the management of the Financial Systems Management and Operations within the Department of Finance including operational and program planning stakeholder relationship management financial management and people leadership.

Mandate includes responsibility for the leading implementing and management of the activities of the Citys corporate financial systems including corporate payment banking inventorycosting systems and commodity taxation systems. Responsible for corporate wide adherence to public sector accounting standards (PSAS) other internal/external legislation generally accepted accounting principles (GAAP) and regulatory compliance and mitigate risk in relation to financial and inventory systems costing and vendor and cash management. This includes researching planning implementing monitoring providing guidance to ensure legislated public reporting requirements are met as well as related accounting policies procedures and support; supports corporate financial and system audits; internal control systems; financial compliance/internal reviews and related training and education; data management; working with internal stakeholders across the corporation as well as multiple external stakeholders related to the areas of responsibility.

This role will lead manage and continuously improve the municipalitys financial systems costing frameworks and vendor management processes to ensure efficient financial operations cost control and optimal vendor relationships. This role supports strategic decision-making by providing accurate costing data and robust financial system integration thereby contributing to sound fiscal governance for The City of Regina.

As a member of the Departments management team leads and/or participates in Department or City-wide projects and special initiatives

Key Duties & Responsibilities

  • Leads the Branchs operational plan within the City and Finance Department framework setting objectives service levels and performance targets. Anticipates legislative changes develops policies and ensures compliance through effective financial systems costing strategies vendor management and audit practices. Works with other departments to integrate financial processes.
  • Directs Branch budgeting forecasting and expenditure monitoring ensuring timely mitigation of risks. Oversees procurement approvals costing cash management and vendor performance to achieve efficiency and value. Maintains strong internal controls accurate reporting and Branch-specific financial practices aligned with City standards.
  • Advises senior leaders on financial systems and reporting. Builds effective relationships with vendors departments and external partners ensuring alignment between finance procurement IT and operations. Represents the City with community stakeholders and ensures compliance with regulated reporting and audits.
  • Develops workforce plans leads and mentors staff and manages performance and engagement. Oversees labour relations grievance resolution and adherence to collective agreements fostering a positive and productive Branch culture.
  • Identifies and mitigates risks in financial systems costing and vendor data. Implements audit controls ensures corporate compliance and safeguards municipal assets. Leads safety initiatives and process improvements to address operational risks.
  • Manages financial systems vendor oversight and costing reports to support municipal decision-making. Ensures compliance with accounting standards legislation and financial governance frameworks. Leads Branch planning process reviews and cross-departmental coordination for efficient cost-effective service delivery.

Key Qualifications

  • Successsful candidate must hold a CPA designation and demonstrate experience with financial systems .

  • Strong knowledge of municipal finance accounting principles budgeting and financial reporting including compliance with professional and legislative standards.

  • Expertise in financial systems management costing methodologies cash and asset management procurement and vendor contract compliance.

  • Proficiency in internal controls risk assessment audits (financial operational capital and fraud detection) and business continuity planning.

  • Broad understanding of core management practices service delivery models policy development performance measurement and City-wide operations.

  • Excellent verbal written and negotiation skills to lead diverse stakeholders resolve conflicts build consensus manage change represent the City publicly and translate complex financial information into clear actionable insights.

  • Strong communication negotiation and interpersonal skills to lead stakeholders manage change resolve conflict and present complex financial information clearly.

  • Proven ability to solve complex multi-functional financial and operational problems through strategic analysis innovation and sound decision-making.

  • Demonstrated impact in ensuring financial integrity compliance and effective resource allocation with decisions that influence budgets audits and municipal service delivery.

  • Effective leadership skills in workforce planning performance management coaching and employee engagement to build high-performing teams.
