The Compliance HIPAA and Quality manager is responsible for overseeing and integrating compliance privacy and quality improvement efforts across the organization. This individual ensures that the health center operates in accordance with the federal and state regulatory requirements including HIPAA and leads initiatives to improve patient care outcomes operational efficiencies and risk mitigation. The position serves as the organizations HIPAA Officer and the primary lead for internal audits quality metrics and regulatory readiness.

Minimum Qualifications:
  • Bachelors degree in Nursing Health Administration Public Health Health Information Management or related field required Registered Nurse Associates degree or the equivalent work experience.
  • 3-5 years of experience in healthcare
  • Excellent communication interpersonal skills and attention to detail
  • Ability to manage multiple priorities and maintain confidentiality
  • Extensive knowledge of EPIC
  • Proficient with Microsoft Office Suite or related software
  • Familiarity with HRSA PCMH UDS preferred but not required
Working Conditions:
  • Lifting up to 50 lbs. with or without an accommodation
  • Carry up to 20 lbs. occasionally
  • Standing 1-2 hours at a time
  • Walking approx. 30 minutes per hour throughout the day
  • Withstanding pressure and dealing with emergency situations as needed
  • Average working hours with possible non-traditional hours hybrid work arrangements may be considered
  • Prolonged periods of sitting at a desk and working on a computer
  • Potential for exposure to blood and body fluids
  • Occasional travel between sites may be required
Specific Duties and Responsibilities:
  • General:
    • Consistently demonstrates and utilizes critical thinking skills

    • Displays skill in establishing and maintaining effective working relationships with patients medical staff leadership team and the public

    • Fosters an environment that promotes trust and cooperation among all staff at MVHC
    • Adheres to all MVHCs policies and procedures fully cooperating with the MVHC Compliance Program
    • Provide ongoing training and education to new and existing employees regarding Quality Compliance & HIPAA
    • Identify grant opportunities and assist in completion process
    • Performs other duties as assigned
  • Compliance Program Management:
    • Develop implement & maintain the organizations compliance policies and procedures
    • Ensure compliance with federal state and local healthcare regulations (CMS OSHA HRSA PCMH) including the FTCA annual deeming process
    • Acts as Compliance Officer and works with the administration and directors to coordinate timelines for completion of appropriate tasks needed to achieve compliance
    • Receives and investigates reports of suspected non-compliance safety concerns or unethical behavior
    • Coordinates with leadership on incidents for response and corrective action
    • Conducts monthly Corporate Compliance Committee meetings to review all incident reports environmental and surveillance rounds OSHA HIPAA and infection control compliance for process improvement to ensure a safe risk-free environment for all employees and patients
    • Conduct quarterly risk assessments and oversee mitigation plans review and revise the risk management plan and policies on an annual basis
    • Works with data team to analyze reports on risk management trends and patterns and communicates this information effectively to appropriate audiences
    • Prepare for and lead external audits & inspections including operational site visits every 3 years
  • HIPAA Privacy and Security Oversight:
    • Serve as the organizations HIPAA officer
    • Review HIPAA policies and procedures including breach notification protocols and make necessary changes annually
    • Investigate potential HIPAA violations and adherence to the reporting requirements of HIPAA violations to HHS
    • Work closely with IT and clinical teams to ensure proper data security and compliance with HIPAA technical safeguards
  • Quality:
    • Demonstrates ability to analyze clinical quality measures (UDS) and present quality to the clinical teams.
    • Works closely with clinical teams CMO & Value based are director to develop process improvement for these quality measures throughout the year
    • Direct and lead quarterly improvement committee meetings in collaboration with CMO & Value based care director
    • Familiarity with Azara tool for monitoring quality data
    • Educates and trains all staff on the Continuous Quality Improvement Process (CQIP) and assist in carrying out the quality improvement activities
    • Serves on various QI-related committees as a resource and facilitator of these activities record keeping of all quality improvement activities and transmitting this information to appropriate parties.
    • In partnership with value based care director meet with managed cares to discuss opportunities of collaboration and alignment amongst organizational goals and quality measure performance
