The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking an Air Quality Planner in the Air Quality Management program area to assist with the implementation of innovative emissions reduction strategies to improve air quality in the North Central Texas Region. This position will support projects and programs aimed at addressing emissions compliance from high-emitting vehicles and work directly with the automotive industry law enforcement agencies various State agencies technical stakeholders and other related nonprofit organizations. The individual in this position will perform in-the-field data collection outreach education and technical support on strategies that reduce emissions from vehicles and promote applicable regulations compliance. Typical initiatives include a wide range of vehicle and technology programs demonstration projects and regional air quality policies. Work is collaborative in nature working not only with NCTCOG staff but with external stakeholders including technical working groups. Responsibilities may include but are not limited to the following:

  • Supporting the implementation of emissions reduction projects and programs in coordination with federal state and local partners
  • Supporting the implementation of project and program goals performance measures and milestones
  • Assisting with emissions estimations and quantifying existing data and trends using Microsoft Excel or other quantitative methods
  • Coordinating and attending meetings and workshops
  • Preparing and delivering oral presentations
  • Assisting with project oversight including activities of other stakeholders
  • Drafting correspondences technical reports newsletters website and social media content and other documents
  • Providing customer service to partners and stakeholders

Required Skills

  • Good communication both written and verbal and interpersonal skills
  • Good data collection mathematical and analytical skills
  • Good customer service skills
  • Working knowledge of Microsoft Word Outlook PowerPoint and Excel; familiarity with Microsoft Teams
  • Familiarity with Adobe Acrobat preferred
  • Good critical-thinking and problem-solving skills
  • Detail oriented highly organized with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work
  • Ability to work independently and in a team environment
  • Working knowledge of automotive systems desired

Required Education and Experience

  • Bachelors degree in analytical quantitative methods
  • At least one year of work-related experience

Starting Salary Range

Minimum of $54009.00 - $64810.80 annually

The North Central Texas Council of Governments (NCTCOG) is a voluntary association of by and for local governments and was established to assist local governments in planning for common needs cooperating for mutual benefit and coordinating for sound regional development. NCTCOGs purpose is to strengthen both the individual and collective power of local governments and to help them recognize regional opportunities eliminate unnecessary duplication and make joint decisions. Since 1974 NCTCOG has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area. The planning area for transportation includes the 12 counties of Collin Dallas Denton Ellis Hood Hunt Johnson Kaufman Parker Rockwall Tarrant and Wise. NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
