Job Description

Job Title: Payroll Manager

Reports To: Director of Accounting

Department: Accounting

Location: Newport Beach CA (Hybrid)

FLSA Status: Exempt

Position Status: Full-Time

Work Schedule: Monday - Friday subject to change based on project assignments/deadlines

Base Salary Range: $90000 - $100000 depending on experience

Job Summary

The Payroll Manager will run the daily functions of the payroll department including processing bi-weekly payroll reconciling payroll deductions and overseeing payroll compliance. The Payroll Manager also supervises the daily work of the Payroll Specialist. The Payroll Manager works closely with Accounting Finance and Human Resources.

Duties & Responsibilities

Payroll

  • Manage end-to-end bi-weekly payroll processing including data entry tax compliance and distribution of paychecks. This includes generating Paylocity payroll reports on payroll weeks by end of day Monday and then processing transfers from projects by Wednesday so the Payroll bank account is funded.
  • Prepare monthly variance reports and distribute to Accounting or other departments as needed.
  • Prepare allocation worksheets to allocate shared personnel costs among properties.
  • Reconcile Payroll bank account.
  • Assist HR and Accounting for any audits such as 401k audits or annual audit internal control procedures.
  • Reconcile and allocate workers compensation premiums in Excel to the properties.
  • Maintain knowledge of current federal state and municipal payroll regulations including but not limited to minimum wage rates regular rate of pay calculations and authorized/unauthorized deductions. Responsible for alerting the Director of Accounting and the Human Resources team of any payroll policies or practices that need review / updating.
  • Work with the Payroll Specialist to ensure accurate employee data such as new hires terminations overtime commissions deductions and changes are reflected in the payroll system.
  • Process final checks in a timely manner to ensure employees are paid within state and federal guidelines.
  • File for any state payroll accounts if in a new state.
  • Conduct regular internal audits to ensure data accuracy and integrity.
  • Collaborate with HR and finance teams to resolve payroll related inquiries.

Managerial

  • Supervise develop and coach the Payroll Specialist
  • Implement process improvements to streamline payroll administration and improve payroll accuracy.
  • Prepare reports and analysis related to payroll costs.
  • Handle confidential employee information with the utmost discretion.

Qualifications

Education / Experience

  • Bachelors degree in Accounting Finance Business Administration or related field required or equivalent combination of education and experience.
  • Certified Payroll Professional (CPP) preferred or equivalent combination of education and experience.
  • Minimum five years of experience in payroll management.
  • Strong proficiency with payroll software; Paylocity experience is a plus
  • Strong knowledge of payroll tax laws and regulations including but not limited to current federal state and municipal payroll regulations on minimum wage rates regular rate of pay calculations and authorized/unauthorized deductions.
  • Well-versed with the FLSA including exempt and non-exempt status.
  • Must have strong knowledge of California-specific payroll and tax requirements involving bonuses final pay business reimbursements.

Skills

  • Excellent attention to detail and organization skills.
  • Effective communication and problem-solving abilities.
  • Ability to maintain confidentiality and handle sensitive information.
  • Advanced Excel skills (pivot tables Vlookbups reconciliations).
  • Familiarity with ERP/accounting software (e.g. Yardi Voyager) is a plus.
  • Strong attention to detail and ability to work under tight deadlines
