Purpose of this Position

The House Manager NSW plays a key role in the day-to-day running of an ITC household under the PSP contract. The role involves direct face-to-face engagement with young people supporting staff in their work overseeing household routines and ensuring compliance with clinical safety and quality standards. The position also helps to put therapeutic care frameworks into practice with the goal of achieving positive outcomes for children and young people in care.

This position includes 36 hours of direct care with young people and an additional 2 hours each week for household operational tasks.

Position Tasks and Responsibilities

Service Delivery

  • Provide consistent trauma-informed care in line with each young persons therapeutic and case plans
  • Ensure implementation of Positive Behaviour Support Plans (PBSPs) Health Management Plans and Placement Support Plans
  • Promote stability safety and healing through structured routines clear boundaries and developmentally appropriate responses
  • Oversee the preparation and submission of weekly timesheets
  • Support induction of new staff with orientation to client needs household routines and behaviour plans
  • Liaise with Therapeutic Specialists Case Workers and stakeholders to support child-centred planning

Household Operations

  • Submit and manage weekly grocery orders in line with dietary needs and budgets
  • Maintain up-to-date First Aid supplies and household inventories
  • Ensure general office upkeep including equipment and resource availability
  • Complete house audits and property inspections in accordance with PGL and OCG standards
  • Manage petty cash purchase requests ensuring reconciliation and reporting align with policy
  • Raise and monitor property maintenance requests and report WHS issues promptly

Leadership and Team Support

  • Support/develop a team of Residential Support Workers within the ITC house
  • Model best practice in therapeutic engagement behaviour response and daily care
  • Promote a culture of safety reflection learning and accountability
  • Ensure Children and Young Persons belongings are safe and secure
  • Coordinate and facilitate handovers attend team meetings and reflective practice sessions
  • Review staff rosters and upline staffing changes and challenges effectively
  • Uphold and reinforce PGLs values policies and expectations

Cultural Sensitivity and Inclusion

  • Support culturally appropriate and inclusive care tailored to the identity and lived experience of each young person
  • Facilitate connection to culture community and country for Aboriginal and Torres Strait Islander young people and culturally and linguistically diverse children and young people
  • Apply inclusive and anti-bias practices across all aspects of residential care and staff support
  • Ensure the consistent record of Life Story Work

Governance Risk and Compliance

  • Comply with the NSW OCGs Child Safe Standards for Permanent Care DCJs PSP contractual obligations including the 10 Essential Elements of Therapeutic Care and PGLs therapeutic practice and clinical governance frameworks
  • Maintain accurate timely and confidential records using relevant systems Ensure household practices align with relevant PGL Frameworks pertaining to WHS safeguarding and incident management
  • Escalate risk and incidents in line with Incident Management Framework Child Protection Legislation and Standards
  • Maintain awareness of and adherence to any Bail Conditions Childrens Court Orders or statutory requirements

Leadership Accountabilities

Vision and Strategy

  • Lead local implementation of therapeutic models and placement goals within the ITC home
  • Ensure young peoples individual and collective needs are met through high-quality coordinated care

Culture and People Leadership

  • Act as the day-to-day leader for in-home staff providing support coaching and direction
  • Foster a home culture built on safety consistency empathy and respect
  • Participate in team development activities supervision and performance reviews

Performance Accountability

  • Deliver quality outcomes that support permanency planning and placement stability
  • Ensure household administration is accurate timely and in compliance with policy

  • Office of the Childrens Guardian (OCG)

Mandatory Requirements

  • Minimum diploma in Child Youth and Family Intervention (or equivalent)
  • Minimum 2 years of experience working with young people in residential or OOHC settings
  • Demonstrated understanding of the PSP OCG 10 Essential Elements and child protection legislation
  • Current First Aid Certificate
  • Current NSW Working With Children Check
  • National Criminal Record Check (or willingness to obtain)
  • Unrestricted NSW Drivers License
  • Willingness to complete relevant therapeutic and leadership training

Health Safety and Wellbeing

  • Take reasonable care for personal safety and the safety of others
  • Actively identify report and mitigate hazards
  • Follow policies and procedures to support a safe and healing-oriented home environment

Work Conditions

  • 36 hours per week face-to-face support
  • Additional 2 hours per week for household administration
  • Some weekend evening and public holiday work may be required
  • Participation in on-call or escalation rosters as required
